Impact Of Sports Interest Groups On Sports Legislation In China

With the development of the market economy and the reform of the political system,the development of China's interest groups has also intensified.The research on interest groups abroad has been an earlier and more complete research,so this article combines foreign research and domestic development status to study the concept,characteristics and impact of interest groups.Finally,the concept of interest groups is applied to the field of sports,and it is concluded that there are also "sports interest groups" in the sports industry.In the field of sports,whether it is from various fields such as competitive sports,school sports,mass sports,or the rapid rise of the sports industry,they relatively form groups with "common interests" and fight for their own interests in some way.After the transition from planned economy to market economy,the diversification of sports interests has made the differentiation of interests in the sports industry more obvious.If there are interests,there will be contradictions and conflicts.The creation of sports interest groups creates conditions.This article describes the creation,concept,characteristics,classification and impact of sports interest groups.In China,there is actually no Western sports interest group that can lobby and accept bribes.Even if there are sports interest groups,most of them use appropriate means to protect their interests.Therefore,various ways to influence legislation have become important channels.Through combing the sports legislation,this article shows that sports legislation belongs to the speciality of administrative legislation.It also shows that there are sports interest groups in the process of sports legislation.Since the "Sports Law of the People's Republic of China"(hereinafter referred to as the "Sports Law")has not been revised since its enactment,the impact of sports interest groups on sports legislation is not limited to the revision of the "Sports Law of the People's Republic of China" 2.Formulate and include "notices","decisions","reports","instructions" and "methods" related to the sports field.Through the research of this article,I hope that it will have certain significance for the future formulation of sports legislation and related policies.This article takes the impact of China's sports interest groups on sports legislation as a research object,and comprehensively applies the literature data method,comparative analysismethod,case analysis method,expert interview method and logical analysis method to sports interest groups,sports legislation and sports interest groups to sports legislation To elaborate.The research process is mainly divided into four stages: the first stage is to understand the development status and related fields of foreign interest groups and domestic interest groups by reading literature,and to understand the development status and legislative methods of sports legislation by combing sports legislation,so as to explain the article Sports interest groups set the stage for the impact of sports legislation;in the second stage,the experts were asked questions related to the thesis through expert interviews and listened continuously improved and refined through expert advice.The study reached the following conclusions:(1)This article divides sports interest groups into broad and narrow concepts,focusing on the narrow sense: that is,sports interest groups that are organized in a certain way to strive for or maintain common interests and are committed to influencing national policies.(2)The sports interest groups are divided into five types: government,enterprise,community,career and academic.The division is relative.The division of this article is not enough to include all sports interest groups in the entire sports industry.(3)The Constitution,the Legislation Law,and the Sports Law provide sufficient legal source space for sports interest groups to participate in sports legislation.From the active consultation of state organs to the recommendations of the two sessions of the National People's Congress and the supervision of the public opinion,the channels for China's sports interest groups to participate in sports legislation are more extensive.(4)The positive influence of China's sports interest groups has promoted the scientific and democratic development of sports legislation and promoted the effective operation of the established sports laws.Negative effects can mislead sports decision makers,lead toinefficient sports legislation,and breed corruption.(5)Suggestions for sports interest groups to participate in sports legislation in the future:The ruling party should change the concept of resistance to sports interest groups;the government should strengthen support and guidance for sports interest groups;To rationalize the distribution of resources;to ensure the regularity of the existence of sports interest groups through system construction.
