At present,Chinese universities and the government are actively promoting the construction of "double first-class",the 2019 report on the work of the government also highlighted the promotion of first-class disciplines and universities and the development of more equitable and quality education.In the process of promoting the university to "double first-class",the management of the university can not be ignored,and the most important thing in the management is decision-making.Therefore,this study mainly aims at the problems in the internal decision-making of the university,in-depth research on collective and individual decision-making in colleges and universities.From the perspective of decision-making,it is divided into collective decision-making and individual decision-making according to the different decision-making subjects,this paper compares the scientific decision-making theory with the internal decision-making procedure in order to promote the scientific decision-making and the development of higher education.The first part defines the core concepts of individual and collective decision-making,the theory of scientific decision-making is expounded,and the emphasis is put on the explanation that the decision-making procedure determines decision-making objectives,formulates alternative plans,evaluates decision-making plans,consults decision-making plans,executes decision-making,evaluates decision-making,and terminates decision-making,the details of the seven programs.The second part,from the external and internal aspects of the university's decision-making environment,and the university's internal collective decision-making and individual decision-making status analysis.The external environment mainly refers to the influence of society and governments at all levels on the internal decision-making of colleges and universities,the internal environment includes the administrative power led by the president,the political power represented by the Party Committee,the academic power represented by the academic committee,and the democratic supervision power represented by the teachers and students representatives.From the vertical level of decision-making power can also be divided into schools,colleges or schools,colleges,departments of the structure.The collective decision-making mainly includes the leadership decision of the School Party Committee,the decision-making of the academic committee,the decision-making of the Faculty Congress and so on.Personal decision-making mainly refers to the decision-making of school administrative affairs centered on the executive head,namely the principal.In the third part,by comparing the concrete decision-making procedure with the scientific decision-making procedure,the author finds out the problems of the collective decision-making and the individual decision-making and analyzes the reasons.One is the lack of agenda-setting procedures in the collective decision-making of the administrative organs of colleges and universities.Decision-making goal setting is crucial to decision-making,and agenda setting is decision-making goal setting.If decision-making goal is wrong,decision-making will lose its meaning and even lead to unpredictable consequences.Therefore,a clear agenda-setting process is a necessary condition for scientific decision-making.The second is the lack of democratic discussion in the collective decision-making of the administrative organs of colleges and universities.Because of the influence of bureaucracy,the collective decision-making in the administrative organs of colleges and universities can not guarantee the democracy,freedom and equality of the collective discussion.Third,the functions of the Academic Committee,the Faculty Congress and other collective decisions are deconstructed.The Academic Committee and the Faculty Congress should have a certain status within the university,but their role is not fully played.The Academic Committee,as a new-born mechanism of democratic participation in decision-making,has not received due attention in the actual decision-making process,which leads to low decision-making status,weak decision-making power and the phenomenon of decision-making over-the-course.Fourth,the lack of Internal University of collective decision-making and individual decision-making scope of application.Influenced by the culture of political power for thousands of years and the insufficiency of the top-level system design,the phenomenon of individual decision-making and collective decision-making are often occurred in the internal decision-making of colleges and universities.Fifth,the consultation mechanism in the decision-making process of colleges and universities is not yet perfect.Consultation Mechanism is an indispensable part of scientific decision-making.Therole of the advisory body is to use its expertise to help the leadership to reduce decision-making mistakes,improve the leadership decision-making predictability and scientific.The sixth is the lack of evaluation mechanism in the decision-making process of universities.Evaluation mechanisms are often needed to provide feedback on how well a decision is being implemented and to inform future decisions.The fourth part,in view of the third part question proposes the solution countermeasure.First,the agenda-setting process,detailed meeting minutes.The second is to break the shackles of bureaucracy and create an environment for Democratic discussion.Third,give full play to the role of academic organizations and staff organizations.Fourthly,the scope of collective decision-making and individual decision-making should be divided reasonably.Fifth,to establish a scientific consultation mechanism.Sixth,the establishment of a scientific evaluation mechanism.
