Research On The Legislative Process And Mechanism Of Science And Technology Ethics In The Context Of The Politics Of Science

The fourth industrial revolution is a period of great historical opportunity for China.For this reason,China implemented the made in China 2025 strategy and began to transform from a manufacturing power to a manufacturing power.However,opportunities are accompanied by challenges.In order to ensure the rapid and healthy development of science and technology in China,it is urgent to issue laws and regulations on science and technology ethics to regulate the ethical risks of science and technology.Based on the specialty and autonomy of scientific research activities,China should explore a legislative path of science and technology ethics with Chinese characteristics and establish relevant mechanisms.The regulation of science is fundamentally political,and legislation is an important means for the government to regulate science and technology.The science politics constructed by professor Han Laiping is the knowledge of studying the relationship between science and politics,which has a strong applicability for the research of the path and mechanism of the legislation of science and technology ethics.Based on this,in the context of science and politics,this paper studies and explores the legislation of science and technology ethics by using the methods of literature research,inductive method and historical social system analysis,and obtains the reasonable path and effective mechanism of legislation of science and technology ethics through analysis.The first part mainly discusses the society where scientific and technological interests and risks coexist.In order to achieve curve overtaking in the fourth industrial revolution,China formulated the "made in China 2025" strategy,and made use of 5G technology to gain a leading position.Science and technology rapidly took off in China since reform and opening up,and achieved remarkable results,but we should not be immersed in a moment of victory,should pay attention to science and technology is a "double-edged sword",attaches great importance to the negative effects brought by the science and technology,in recent years in our country and the world of science and technology ethics crisis event urgently needs the government to strengthen ethical supervision.The second part mainly discusses that the legislation of science and technology ethics isan important means to strengthen supervision,and explains the relationship between ethics and law.Legislation should be based on ethics,and law can provide guarantee for ethics.Legislation on science and technology ethics,which is enforced by the state,can delimit restricted zones for scientific research activities.Meanwhile,legislation is also an important means for the government to regulate science and technology,which belongs to the research field of science and politics.The third part mainly analyzes the applicability of the context of science and politics,briefly introduces the context of science and politics,and guides the science and technology ethics legislation with the values of science and politics for the benefit of the people.An analysis of the research program extended to it shows that public
