The Influence Of The Placement Policy Change Of The Ex-servicemen On The Petition

The military personnel is a group that makes special contribution to the motherland.The policy of placement of veterans is a special welfare policy to safeguard the interests of this group,which can help them better adapt to the life after discharge from the army,and also can realize the alternation of old and new troops.Since the founding ceremony of the People's Republic of China,our country has started the work of placement of ex-servicemen,and the general trend is constantly improving and developing.New Era Resettlement policy more scientific and humane,the state began to set up special agencies,improve laws and regulations to protect.The ideal effect of the policy change is the synchronization of supply and demand,the balance of value distribution,and the continuous and stable process,we found that there were some improvements and optimizations in the process of the former military personnel placement policy changes,but there are also lag problems caused by path dependence and insufficient supply,imbalance of distribution among regions and between urban and rural areas,policy transition and discontinuity caused by weak implementation.This paper will focus on the latter,the study on the impact of these issues on the ex-servicemen's petition,including the appearance of the petition that is the growth of the petition and the essence of the petition that is therationalization of the form of the two aspects of the petition,hope to be beneficial to the post-placement policy for ex-servicemen.In order to achieve a more stable and effective operation of the placement policy for ex-servicemen,the rights and interests of ex-servicemen are protected,the government must keep the active policy learning state,use the comprehensive social contract to realize the win-win of the stakeholders,and keep the policy balance state in the moderate innovation.But the government alone is not enough,the intervention of social forces is needed,the government plays a leading role,to promote the improvement of laws and regulations and related systems,to formulate scientific strategic decisions,to coordinate the relationship between the local;The society plays an auxiliary supervisory role,gives full play to the advantages that the government does not have,sets up relevant social organizations,trains social workers in the army,and assists the government in the training and education of demobilized military personnel for re-employment,to better prepare them for life after retirement.
