| The employment and placement of ex-servicemen refers to the system of providing employment assistance to ex-servicemen according to their status and professional characteristics in accordance with the provisions of laws and regulations.The system was originally set up by the state,local and relevant departments to work together through the system and other related top-level design,to encourage the smooth transfer of veterans from the military to the local.The effect of Employment Placement of ex-servicemen is related to the stability of the army and the degree of the People’s identification with the army.The correct resolution of this issue is also related to the stability of the morale of the army and the people.On April 16,2018,the Ministry of Veterans Affairs was officially inaugurated in Beijing.The Law of the People’s Republic of China on the protection of retired military personnel was adopted at the twenty-three th meeting of the 13 th Standing Committee of the National People’s Congress on November 11,2020,the 2021 will go into effect on January 1.The establishment of the Ministry of retired military affairs and the implementation of the Law of the People’s Republic of China on the protection of retired military personnel show that the state attaches great importance to retired military personnel,and the placement of retired military personnel in China has entered a new stage.In this study,we used questionnaire survey,on-the-spot interview and Literature Research to study the Zhengding County veterans and the related departments serving the veterans,to investigate and study the current situation and existing problems of the employment and placement of the ex-servicemen in Zhengding County.The survey found that the most important measure of ex-servicemen’s satisfaction with the job placement is their income level,while the main factors affecting the income level are focused on the government departments,it mainly includes the way of government placement,the way of government publicity,the strength of vocational skills training organized by the government and the policy of supporting venture capital.In addition,the education,age,level and the opportunity cost of military service are also factors that can not be ignored.The existence of these problems has become the key to affect the employment placement level and the happiness of the ex-servicemen in Zhengding county of Shijiazhuang City.How to do a good job in the employment and placement of veterans in Zhengding County,and how to improve the treatment and sense of achievement of veterans is the direction to be explored.The thesis is divided into four parts except the introduction.The first part introduces the relevant concepts and theories of the employment and placement of ex-servicemen.First of all,it explains the meaning of the concept of employment and placement of ex-servicemen and ex-servicemen,and defines the scope of employment and placement of ex-servicemen,it mainly includes the public product theory,the employment ability theory and the labor market supply and demand theory.The second part analyzes the current situation of the employment and placement of the ex-servicemen in Zhengding County.Firstly,it introduces the applicable laws,regulations and policies of the employment and placement of the ex-servicemen in Zhengding County,and analyzes the articles and contents of the employment and placement of the ex-servicemen from the aspects of the laws and regulations of the state and the local policies of Zhengding County Secondly,this paper analyzes the current situation of the employment and placement of the ex-servicemen in Zhengding County,which is mainly reflected in the following aspects:Improving the employment and placement policy of the ex-servicemen with local characteristics on the basis of practice;Significant achievements have been made in digitalization of archives management of ex-servicemen,and subsidies for starting businesses and employment have been put in place.The third part analyzes the existing problems in the employment and placement of the ex-servicemen in Zhengding County,and probes into the reasons for the existing problems.Based on the results of questionnaires and field interviews,this paper analyzes the problems existing in the employment and placement of the ex-servicemen in Zhengding County,including: The low educational level of the ex-servicemen results in unsatisfactory employment quality and income level;The incentive effect of the preferential policy of the government is not satisfactory,the propaganda of the information of the employment and placement of the ex-servicemen is not enough,the vocational skill training organized by the government is difficult to satisfy the people’s wishes,and the absence of the responsibilities of the relevant departments is regretful.After that,the causes of the above-mentioned problems are analyzed in detail,focusing on four aspects: the mismatch between the ex-servicemen’s own employment ability and the current Employment Situation;The knowledge and skills that have been mastered do not match the market demand of the present age,the lack of decision-making and coordination institutions,the placement of the main services are not in place.The fourth part aims at the problems and causes of the employment and placement of Zhengding County veterans,and puts forward pertinent countermeasures and suggestions.It mainly includes: giving full play to the military human capital advantages of ex-servicemen to realize employment matching with their counterparts;attaching importance to vocational training publicity to realize role transformation;Straighten out the relations between the main bodies of employment and placement. |
