Problems And Countermeasures Of Housing Expropriation Compensation On Collective Land In Hefei

With the development of new-type urbanization,collective land and housing expro priation compensation has become an important issue in the process of urbanization.Co llective land and housing expropriation and rehousing compensation is related to the s uccess or failure of urbanization construction,and the lack of professional guidance at the national level in the process of implementing relevant laws and regulations in var ious places has led to different standards of law enforcement in various places,proced ural means are not standardized,harm the interests of the people,and then lead to so cial unrest.From the point of view of property law,the expropriation of collective land is ac tually a process of the change of property rights,which will lead to a fundamental ch ange in the way of production and life of the residents in the region.In practice,mo st of the residents will move back to the relocation area,the mode of production will shift from primary industries to secondary and tertiary sector of the economy industri es.Therefore,the collective land expropriation compensation resettlement is not only a legal issue,but also a social issue.As there are no specific and quantitative standards for collective land expropriatio n at the national level,the implementation policies vary from place to place,and the regional characteristics are strong.Based on the investigation and interviews,as well a s acting in the process of collective land expropriation and compensation cases in Hef ei,this paper makes a systematic analysis on the actual implementation and effect of t he relevant laws and regulations on housing expropriation and compensation on collect ive land in Hefei,Anhui Province.Hefei city combined with the actual situation,the formation of a collective land on the housing expropriation and compensation manage ment system.However,in the actual operation,there are still many problems,such as single mode of compensation,too low standards,too narrow scope,the lack of equit y in asset valuation,and the phenomenon of competing for profit with the people occ ur from time to time.In view of the above problems,it is necessary to put forward solutions from the aspects of government administration according to law,value evaluat ion and dispute settlement mechanism.
