Research On Data Security Governance Of Inner Mongolia E-government

In recent years,with the gradual development of the information society and the advent of the era of big data,the opening and utilization of big data has been irresistible into people's daily life.Local governments have also actively taken measures to promote data sharing,especially the opening and sharing of government data.The Fourth Plenary Session of the 19 th CPC Central Committee clearly pointed out that in the process of promoting the modernization of national governance system and governance capacity,it is necessary to "promote the construction of digital government,strengthen the orderly sharing of data,and protect personal information according to law".The data security governance of E-government has also become a problem that people must face.As a pilot and demonstration area of "Internet plus government services",the Inner Mongolia is committed to building the government data center,promoting the integration and sharing of resources,and maximally providing the convenience for the local people.However,while people enjoy the huge value and opportunity brought by big data,data security problems also emerge one after another.How to improve the ability of e-government data security governance is a major issue faced by the Inner Mongolia government,and it also has important theoretical and practical significance to promote the modernization of Inner Mongolia government's governance system and governance ability.On the premise of reading and sorting out the relevant literature,this article first explains the relevant concepts and theoretical basis of e-government data,data security,collaborative governance theory,etc.Secondly,through the research and analysis of the current situation and existing problems of the governance of e-government data security in InnerMongolia,we fully recognize the achievements of Inner Mongolia in the process of data security governance in e-government,as well as its own shortcomings and causes.In terms of achievements,Inner Mongolia has made full use of big data and actively promoted the "Internet plus government service" to constantly improve the ability of the government to implement scientific policies,precise governance and efficient services,and promote the modernization of governmental governance system and governance capacity.However,due to the weak governance ability and awareness,lack of system,imperfect mechanism and low level of protection,the data security governance of Inner Mongolia's e-government still has deficiencies in overall management,legal norm,system implementation,department cooperation,etc.Data security incidents occur from time to time.Finally,by drawing on the experience of the United States and the United Kingdom,as well as the domestic experience of Hangzhou and Guizhou,this paper uses the public management theory to "takes the right medicine" in terms of enhancing the ability and awareness of data security governance,improving relevant laws and regulations,improving the governance mechanism and system,and improving the level of security protection.This paper proposes countermeasures and suggestions for the data security governance of Inner Mongolia e-government,explores and improves the path and method of data security governance in Inner Mongolia,and provides reference for improving the modernization level of Inner Mongolia government's governance ability.Based on the analysis and research,this paper holds that Inner Mongolia should continuously improve the legal basis,improve the governance system,improve the level of technical support,update the governance concept and enhance the governance capacity through standardized construction,systematic security,social introduction,professional training and other measures,so as to better promote and develop the relevant work of e-government data security governance.
