The implementation of the rural vitalization strategy is a major decision-making arrangement made by the party's 19 th National Congress.Farmer cooperatives are an important support for realizing the modernization of rural governance and the "good governance" of the countryside,and injecting new impetus into the realization of the rural revitalization strategy.In recent years,under the guidance and encouragement of the government,the number of farmer cooperatives in China has maintained a steady growth trend.Not only the forms of cooperation are more diversified but also the farmer cooperatives gradually embed in the deep structure of rural governance.Most of the existing literatures define farmer cooperatives as "mutual economic organizations",focusing on their internal governance and economic function.From a relatively new perspective,this paper tries to explore the operation mechanism of farmers' cooperatives in the rural governance structure to play the dual role of economic function and public service function.At present,the phenomenon of rural population outflow and disordered governance is serious,and the ability of farmers to deal with market risks is very weak.However,the emergence of farmers' cooperatives responds to the policy guidelines,integrates the rural power,drives the development of rural economy,improves the autonomy and consciousness of villagers,and will eventually promote the formation of a benign governance structure in rural areas.On the basis of literature review,this paper conducted field visits to members of typical farmer cooperatives and local non-member villagers in Y city,Si Chuan province.The research was carried out in the form of in-depth interviews and questionnaires,and detailed first-hand materials and data were obtained.Firstly,based on the "Chinese local characteristics" of rural governance,the author summarizes the "six-dimensional embedding mechanism" of farmers' cooperatives into the rural governance structure based on the "social embedding theory" and "cooperative governance theory".That is on the premise of improving the "structure embedding" of internal governance.By means of implementing the "institution embedding" of national cooperative support policies and coordinating the "order embedding" of village-level autonomous organizations.Focus on the realization of improving farmers' sense of economic gain "benefit embedding"."Function embedding" of moderately providing diversified public services and "relationship embedding" of enhancing villagers' participation in public affairs.Secondly,through field research,we find the phenomenon of absence,offside and dislocation of farmer cooperatives in the process of embedding rural governance,and conclude the problems in the process of embedding farmer cooperatives in rural governance.Thirdly,the causes behind the problems are analyzed from five aspects: "role positioning","development capacity","internal governance","external coordination" and "policy environment".Finally,on the basis of analyzing the causes,this paper puts forward the optimal way to optimize the participation of farmer cooperatives in rural governance.
