The kind of public goods in rural communities is an important part of rural public service system, its supply level is related to agricultural production and improvement of rural living conditions, and it also has a pivotal role to urban and rural development strategic objectives in the national level.Cooperative behavior of community members is the basement of the formation and operation of supply mechanism of the public goods in rural communities. This kind of cooperative behavior is subject to economic factors, but also subject to non-economic factors. If we examine the cooperative behavior of the supply of public goods in rural communities from the point of "rational economic man" in neoclassical economics, then it is difficult to explain the formation of spontaneous order logic in rural communities because it will neglect the social problems of community. If we examine the cooperative behavior of the supply of public goods in rural communities from the perspective of sociology, then it is difficult to explain the non-cooperative behavior in the process of the supply of public goods in rural communities because it will neglect the ration of personal behavior.In this paper, the research object is the cooperative behavior in the process of the supply of public goods in rural communities. We define the nature and extension of the concept of the public goods in rural communities. And we in-depth observe the "cooperative behavior and non-cooperative behavior" in the process of the supply of public goods in rural communities by means of cooperative behavior theory, public goods theory, embedding theory. Through observation we think that the cooperative behavior of the supply of public goods in rural communities in born in the actor’s motivations, and it is subject to the calculations of economic interests and social interests, and it has intrinsically logical association with actor’s operational environment. It is interaction embedded into a certain relationship structure and social situations. The non-contiguous behavior they demonstrated is related to actor’s attribute characteristics of individuals and groups, and it is results of joint action by with the main aspects of the environment are the actor’s attributes.It will show a different behavior within the same subject because of the difference of cooperation content and cooperation scenarios. Based on this, we construct basic analytical framework with a guide of embedding theory in the new economic sociology. Through the survey the individual and situational interaction in the process of the supply of public goods in rural communities, and test by use of Heckman’s two-stage model and field survey data, and examination to the stable conditions of the pure strategy evolution of the cooperative behavior and the non-cooperative behavior between the villagers by use of methods of structural analysis, we think that he formation mechanism of the cooperative behavior in the process of the supply of public goods in rural communities depends on the fitness of the main elements and system elements in the cooperative game among the village, the village committee, the township government. Therefore, the construction of trust relationships and governance structure based on the basic properties of the main elements is key to achieving cooperative behavior in the process of supply of public goods in rural communities.
