In the early days of New China, the Communist Party of China accepted a large number of old-style bureaucratic capitalist enterprises. In order to ensure the smooth recovery of production across the country, the CCP adopted the method of retaining employees of old enterprises. Therefore,a large number of old leaders are kept in the enterprise. In March 1950,in accordance with the orders of the Ministry of Fuel Industry, industrial enterprises nationwide launched a nationwide "waste disposal campaign" with a view to abolishing feudal remnants and realizing the democratization of management and the operation of enterprises. This article takes Xishan Coal Mine as the research object, and takes the abolition of the head system as the center to focus on restoring the entire process of the abolition of the head system in the early years of the founding of New China. Before Xishan Coal Mine's "waste-handling campaign",the leaders used various methods to hinder the system reform of factories and mines, trying to continue to stay in the unit to grab certain economic benefits. After the start of the movement, the factory and mine first established training courses for activists to educate workers and mobilize their complaints, thus exposing the crimes of the head. Then the movement was extended to the entire unit. With the progress of the three steps of rethinking the behavior of the leader, adjudicating the leader, and establishing a new system, the "Abandoned Leaders Movement" finally ended smoothly.Overall, the movement has adapted to the needs of the Chinese Communist Party to build the working class is the ideological discourse of the leadership class, but it is by no means once and for all.How to increase enterprise output and ensure the continuity of the new system still haunts the development of the factory and mine.Democratic reform is a crucial step for the CCP to move from the countryside to the city and from a revolutionary party of farmers to a working party. It includes a series of measures such as the establishment of factory management committees, employee representative councils, the abolition of the copying system and the heading system in coal mines. As a part of democratic reform, industrial and mining enterprises “abolished the movement” to remove the obstacles of the new regime's direct contact with the workers,re-integrated the enterprise management system, and accelerated the transformation of political parties and the country. In the early days of the founding of New China, since the factory workers had just changed from farmers, the "native sense" was extremely strong. Therefore,on the one hand, the workers' movement emphasizes the importance of production,on the other hand, there are still integration methods commonly used in the revolutionary era in the past when the CCP relied on organization mobilization and emotional complaints in the countryside. To a certain extent, the "scrapping campaign" is an effort of these workers to find their own position and establish their identity.Facts have proved that it takes a long time for the working class to become the so-called leadership class when fashion is to establish the sense of ownership. This road is long and difficult.
