Village-level organizations are the most grassroots organizations of the Party and the state in the countryside,and they are the foremost part of the national governance system and an important part of governance modernization.Village cadres,as the direct promoters,organizers,and practitioners of implementing rural revitalization strategies and leading the masses out of poverty and becoming rich,are the backbone of rural governance.Therefore,strengthening the construction of rural grassroots cadres is of great significance for consolidating the party's ruling foundation in the countryside and promoting the healthy and stable development of the rural economy and society.In recent years,whether it is theoretical discussion in the academic world or practical exploration in various places,the reform of the rural grassroots cadre management system in economic and social management has been regarded as the key content of innovative rural work.In order to solve the problems of the current village cadre staff structure is not optimized enough and the quality is low,A new model of village cadre management characterized by professionalism was gradually formed.This article summarizes the relevant research situation at home and abroad,starting with the basic concepts,explaining the specific meaning of village cadres and village cadres' professional management,and selecting a representative B town for a typical case analysis,thinking that village cadres are professional Although management has been questioned by academics such as the conflict of role of village cadres,conflict of traditional ideas,and increased financial burden,and there are some problems in exploration,it is a practical management path formed from theory and practice.The objective need to innovate the rural economic and social management system under the conditions of villager autonomy is more realistic and historically inevitable.This article takes town B as the specific research object,and summarizes and analyzes the status of the professional management of village cadres in town B through the use of literature research methods,case analysis methods and interview methods.From the implementation background and management status,it can be concluded that the professional management of village cadres in town B mobilized the enthusiasm of village cadres,promoted the standardization of village-level work,strengthened the construction of grassroots organizations,and promoted the development of rural economy and society.Reveal the age structure faults,imbalance of gender ratio,low education level,poor professional skills,suspension of cadre-group relations,increased financial burden,frequent violations of discipline and law,and legality and reasonableness in the process of professional management of cadres in town B Conflicts and other issues,and from the five aspects of the village cadres' comprehensive quality is low,the incentives are not perfect,the supervision mechanism is not perfect,the demand for professionalism is not equal,and the top-level design of the country is lagging.These internal and external factors restrict the effective implementation of village cadres 'professional management,which is also the cause of the problems that currently exist in the practice of village cadres' professional management in less developed areas such as Xuzhou and even northern Jiangsu.On the basis of analyzing the problem and exploring the reasons,this article puts forward the countermeasures and suggestions for improving the professional management of village cadres,that is to establish and improve the "six major mechanisms" : First,establish and improve the selection and employment mechanism,the focus is on matching Staff structure,strengthen village-level cadre training;second,establish and improve work standards and responsibility mechanisms,further clarify job responsibilities,and strictly implement the shift system;third,establish and improve incentive and guarantee mechanisms to solve village cadres from political treatment,salary standards,and old-age security The fourth is to establish and improve the assessment and evaluation mechanism,forming an assessment method that is evaluated by the party committee,the Disciplinary Committee to assess integrity,and the satisfaction of the villagers;the fifth is to establish and improve the education and training mechanism to comprehensively improve the overall quality and working ability of village cadres;Establish and improve the top-level design mechanism to achieve an effective connection between professional management and villager autonomy.The author believes that the above countermeasures and suggestions create favorable conditions for the full implementation of the professional management of village cadres from the management system,and provide reproducible and practicable practical and theoretical basis.It also has universal reference significance for less developed areas such as Xuzhou and even northern Jiangsu.
