Research On The Management Of Village Cadres In The New Era

With the development of the times and social economy and the deepening of rural reform,there are many new problems in the contemporary rural areas,and the quality requirements of the village cadres are higher and higher.In the report of the 19 th National Congress of the Communist Party of China,it is clearly pointed out that socialism with Chinese characteristics has entered a new era,and the proposal of the strategy of Rural Revitalization marks the shift of the focus of reform and development to rural areas,and the increasing emphasis on rural work.At the same time,the requirements for the management improvement of village cadres,the builders of the countryside,are becoming higher and higher.But at present,in the context of socialism with Chinese characteristics has entered a new era,there are still many problems in the management of village cadres.This paper takes Xiaodian Town,Hubin New District,Suqian City,Jiangsu Province as an analysis case,with village cadres and village cadres management as the focus,respectively,from the new requirements of village cadres in the new era,the basic situation of village cadres,the existing problems and reasons in management,and explore the means to solve the current management problems.First of all,the author summarizes the historical necessity and internal requirements of strengthening the management of village cadres by the grass-roots Township Party committee and government in the new era,including the national attention to the "three rural" issues,the new strategy proposed in the report of the 19 th national congress,etc.On the basis of investigation and research,this paper uses human capital theory,new public service theory,incentive theory and other basic theories to find a sample of the current situation of village cadres management.Then,the author went to Xiaodian Town,Hubin New District,Suqian City,Jiangsu Province to carry out practical research,and obtained a large number of data and basic materials through questionnaires,individual interviews,field visits,work of Township Party committee and government.In the practice process of Xiaodian Town,the author fully understood the management mode of local Party committee and government to village cadres,including the system construction of village cadres management,village cadres discipline supervision mechanism,village public financial supervision,etc.At the same time,it also found the problems in the management of village cadres,including the more common situation of village cadres not in position,the lack of correct management concept and assessment system for township managers,the promotion and promotion of village cadres and the imperfect economic incentive mechanism,the loopholes in the supervision mechanism of village cadres' illegal behaviors,the imbalance between vitality and order,etc.The research shows that under the background of the new era,for the level of village cadres,they urgently need to adapt to the changes of rural society,meet the requirements of the construction of socialism with Chinese characteristics in the new era,highlight the functions of grass-roots social work,and regulate their daily activities.From the perspective of Township Party committee and government,their management of village cadres is far from meeting the requirements.This paper makes a deep analysis of the causes of the existing problems,and puts forward some countermeasures from the perspective of Township Party committee and government management of village cadres.First,it is necessary to strengthen the rural grass-roots party building,improve the political position of village cadres,strengthen the ideological and organizational construction,and then it is necessary to use the basic methods of public management,establish correct management concepts,and truly play the role of village cadres To maximize.Finally,we should improve the system to create a good working environment for village cadres.Through a detailed analysis of a town,this paper hopes to provide a reference for areas and towns with similar development level.
