Research On The Problems And Countermeasures Of Information Construction Of Public Legal Service In Inner Mongolia

The rapid development of modern information technology and the accelerated popularization of the Internet not only triggered a new round of industrial revolution,but also had a huge and far-reaching impact on the reform of the public sector.The application and popularization of modern information technology makes it possible for judicial administrative departments to provide more efficient and beneficial public legal services,which is conducive to optimizing the allocation of department functions and greatly improving the level of public legal services Taking this as an opportunity,Inner Mongolia carried out the information construction of public legal service in the whole region in 2015,aiming to build the "Internet + public legal service" system,and achieved certain results.However,from the perspective of long-term development,there are still many problems in the process of public legal service information construction in Inner Mongolia,which need our further study.This paper takes the information construction of public legal service in Inner Mongolia as the research object,based on the theory of new public management,the theory of seamless government and the theory of information resource management,USES the methods of literature research,questionnaire survey and comparative research,firstly expounds the current situation of the information construction ofpublic legal service in Inner Mongolia.It is points out the main problems in the information construction of public legal service in Inner Mongolia are Information management is not in place,lack of coordination between departments;Funding does not reach the designated position;Lack of professionals,weak awareness of information security;Lack of talents and low level of information technology;The public awareness rate is low,the preferred rate is not high.Secondly,the analysis shows that the main causes of the problem are: the logical dilemma of "official standard consciousness";Insufficient system guarantee and ineffective supervision;Departmental barriers lead to information communication failure;The construction of professional talents is not effective;Publicity efforts are small,the public has not formed the rule of law values and rights awareness.Finally,some Suggestions are put forward to promote the information construction level of public legal service in Inner Mongolia,including: strengthening the self-construction of the judicial administrative department;Improve system construction and promote long-term development;To form the construction mode with the participation of multiple subjects;Strengthen the construction of talent team,improve the service level of professional talents;Raise the level of publicity and cultivate the literacy of citizens.
