The use of government performance information is an important issue in government performance management.Improving the level of organizational performance and government performance management through the scientific use of government performance information has gradually become the research focus of the academia.This study takes the theory of planned behavior as the theoretical perspective and social cognitive theory as the analytical perspective.Based on the survey data from the tax bureaus of cities and prefectures in Gansu Province,the correlation between the use of government performance information and public service motivation,organizational flexibility,developmental culture,and data availability was explored.Based on the results of empirical research,we provide policy suggestions for improving the use of government performance information by civil servants in the tax system of Gansu Province.This research finds that each variable has different degrees of influence on the use of government performance information: there is a significant positive correlation between social responsibility and the level of use of government performance information in the level of public service motivation;and there is a significant positive correlation between the commitment of public interest and the level of use of government performance information;and there is a positive correlation between public policy formulation and the use of government performance information;improved organizational flexibility can effectively promote the level of use of government performance information by managers;there is a significant positive relationship between data availability and the use of government performance information relationship.Therefore,this article proposes that: on the one hand,the government adjusts the organizational structure to improve organizational flexibility and create an organizational culture atmosphere with a developmental culture;on the other hand,the government conducts regular training of organizational members to enhance their public service motivation,Makes the use of government performance information effective.The government also needs to improve the validity of the data and increase the availability of the data itself to ensure that the performance information is true and valid.In addition,by improving the top-level design,establishing and improving laws and regulations,information use process mechanisms and constraint mechanisms,so as to achieve a virtuous circle of government performance information use.
