The One-stop e-Goverrment is the direction of e-Government development, therefore to evaluate and manage its performance is in urgent need, while the rationality of index system determines their validity. Related literature shows that existing index systems of e-Government performance overemphasize external performance of government portals while internal e-Government performance of various function departments is neglected and the standard of index selection and structure of performance is also varied, so they can not reflex construction performance of One-stop e-Government comprehensively and systematically. The main cause of such situation is short of theroretical basis when designing index system. Therefore, the practice of One-stop e-Government performance evaluation urgently calls upon a performance evaluation framework with clear logical layers from both externally and internally so as to clarify what to evaluate. Such system can be served as theroretical basis of performance evaluation index system to guide, standardize and evaluate its construction.Taking the construction of Zhaoqing One-stop e-Government administrative licensing service system as the research object, the thesis interviewes and surveys customers and civil servants using the platform with the guidance of BSC performance evaluation theory. This thesis advances a performance content framework and analyzes factors affecting its application so as to make it more applicable in reality. To be specific, this thesis contains five parts as follows:Firstly, literature review, the thesis illustrates theoretical and practical basis of empirical study. It reviews representative literatures on e-Government performance evaluation and clarifies how to study e-Government performance evaluation with BSC.Secondly, the thesis introduces the background and details the design of empirical studies. It introduces the background from two perspectives: technical framework of the system and the application reality. After that it illustrates the design of the empirical research and the process of data obtaining.Thirdly, based on empirical analysis, the thesis advances a framework of e-government performance evaluation. The thesis draws a conclusion that there are three external factors(Basic Function, Diligence -Convenience, Service-Promotion) in performance evaluation and two internal factors (Administraion Environment, Service Readiness) and analyzes their logical relation. Based on such observation, the thesis advances the framework and testifies its validity.Fourthly, the thesis analyzes how the two environmental factors, cognitive disparity among users and construction level of the system itself, may potentially affect the application of the framework. And then it points out positive effects the result may bring to the performance evaluation.Lastly, the thesis summarizes conclusions of previous studies and points out their practical significance as well. Then the thesis winds up with the research limitations and prospects.
