Research On The Long-term Mechanism Of Poverty Alleviation In Gaolan County Of Lanzhou Under The Background Of Rural Revitalization

Xi Jinping put forward In the report of the 19 th National Congress of the Communist Party of China,that the accurate elimination of poverty is one of the three major battles to win the battle to build a well-off society in an all-round way.The results of the war must stand the test of history.At the same time,it is pointed out that the implementation of the Rural Revitalization Strategy is the inevitable requirement to solve the "three dimensional rural issues" and achieve the goal of "two one hundred years".At present,our country is in a special period of intersection of promoting poverty alleviation and implementing the strategy of Rural Revitalization.It also puts forward new heights,new ideas and new goals for targeted poverty alleviation.In terms of existing achievements,poverty alleviation should be transformed from "win-win" to "win-win",focusing not only on quantity but also on quality.Whether the effect of poverty alleviation is stable and whether the endogenous power is formed not only determines the quality and effectiveness of poverty alleviation,but also affects the implementation of the Rural Revitalization Strategy and the future rural development situation.Therefore,in support of poverty alleviation,we should always attach importance to the establishment and improvement of long-term poverty alleviation mechanism,ensure the stability and authenticity of poverty alleviation achievements,and form the internal development power and self-development ability to support the revitalization of rural areas.In 2011,Gaolan county,Lanzhou City,Gansu Province was incorporated into the country's Liupanshan contiguous poverty-stricken areas,which is the "main battlefield" for poverty alleviation.After years of efforts,it successfully lifted the whole county out of poverty at the end of 2017,and successfully passed the national assessment and acceptance in October 2018,leaving the ranks of poverty-stricken counties,becoming the first batch of poverty-stricken counties in Gansu Province.Although Gaolan county has made some achievements and solved the problem of absolute poverty under the current standard,but because a small part of the populationis still not out of poverty,as well as the short-term effect of poverty relief measures,and the ability of the people who have been out of poverty to resist the poverty risk is not strong,the results of poverty relief are not stable,and the phenomenon of returning to poverty still occurs.Therefore,how to establish a long-term mechanism from the perspective of the system,consolidate the achievements of poverty alleviation,and ensure that the poverty-stricken households will not return to poverty,and the new poverty-stricken households will not appear,is particularly urgent and important.Based on the theory of capability poverty,intergenerational transmission of poverty,and low level equilibrium trap,this paper analyzes and summarizes the current situation of the long-term mechanism of poverty alleviation and non return in Gaolan County by means of literature analysis,interview and questionnaire survey.It is found that there are some problems in Gaolan County,such as insufficient macro-control measures of the government,insufficient growth motivation of poor households,weak driving force of agricultural cooperatives and other intermediary organizations.It is difficult to achieve stable poverty alleviation.Therefore,it is necessary to take the strategy of Rural Revitalization as an opportunity to continuously explore effective strategies for targeted poverty alleviation and build a long-term mechanism to achieve stable poverty alleviation Effective promotion to a certain extent.From the three dimensions of macro-control mechanism,meso organizational mechanism and micro growth mechanism,this paper proposes to establish and improve the short board mechanism of improving the human settlements environment,the mechanism of stable poverty relief policy,the mechanism of early warning monitoring and regular evaluation of poverty return,the mechanism of poverty alleviation fund integration and performance evaluation,the mechanism of continuous income increase with the prosperity of rural industry as the core,and the integration of primary,secondary and tertiary industries Some suggestions on the exhibition mechanism,the grass-roots party organizations leading the masses to get rid of poverty and get rich mechanism,and the internal driving force mechanism of encouraging the people to get rid of poverty and get rich are hoped to effectively improve the implementation effect of the poverty alleviation policy in Gaolan County,avoid the precise poverty alleviation staying in the state driven by the policy situation,consolidate the precise poverty alleviation achievements,ensure the stability and sustainability of the poverty alleviation and exit,and further implement the RuralRevitalization war Lay a solid foundation.
