The exchange of cadres is an important part of Chinese cadre and personnel system,Which is related to the scientific distribution of cadres,optimizing the structure of team,but also to the comprehensive exercise of the ability of cadres,the effective stimulation of team’s vitality.Systematic,step-by-step and persistent exchange of cadres is a great tradition and valuable experience of our Party and state.The improving and perfecting long-term exchanging mechanism of cadres,which is helpful to the effective and stable function of the exchange of cadres,is always an important part of deepening the reform of the cadre and personnel system.It is also an important task of promoting national governance systems and governance capacity modernization.However,the exchange of cadres is facing the problem of lack of long-term with the development of the times and the variety of the situations.County-level cadres play a connecting important role in China’s political system.The long-term exchanges of county-level cadres can improve the Party’s governing capability and level.The research on long-term exchanging mechanism of county-level cadres has great academic value and important significance.Through consulting a large number of literature and related documents,and using the methods of document study,empirical study as well as comparative study,the paper puts forward the problems and the research significance of long-term exchanging mechanism of county-level cadres.Based on the comprehensive analysis of the current research at home and abroad,the paper constructed the research framework.Some limits to the concepts of the cadre,the level of cadre and the exchange of cadre are carried on in the paper.And based on human resources management theory and system management theory,the scientific definition,the basic structure and the working principle of long-term exchanging mechanism of county-level cadres are also analyzed in the paper.Through the statistical analysis of the data and other forms,it analyzes the status of existing county-level cadre team and the exchanging status of county-level cadre in City W.Then The paper gives a summary of City W’s practice on promoting the exchange of county-level cadres in recent years,.It also finds out some problems about the lack of long-term in the exchanges of county-level cadre in City W,which are exist in the early planning,medium-term implementation,later stage management and supervision of the whole course.It analyzes the reasons which cause the lack of long-term work from three aspects:ideological understanding,institution and system.At the same time,the paper introduces the long-term measures in the process of civil service exchange in some western countries,in order to find out the reference to the construction of long-term exchanging mechanism of cadres in our country.Finally,according to the problems and reasons,it develops on how to establish the long-term exchanging mechanism of county-level cadres in City W in the new situation based on the real condition of City W.The paper puts forward general idea about improvement of the mechanism.Then,it provides suggestions and opinions on perfection of long-term exchanging mechanism of county-level cadres in city W from four aspects:strengthening the exchange of the overall plan and organization,standarding exchange steps and procedures,improving the complement management system,and Increasing the supervision of the whole process of exchange,etc.
