At present,with the rapid development of China's social economy,the public has increasingly high requirements on the administrative efficiency,service ability and service quality of the government's public departments.As an advanced management method,performance management can effectively improve the internal management level of public departments.The tax administration bear the money "for the country,collecting taxes for the people" of the important task,is the important functions of the government's economic in our country,how to be able to introduce scientific performance management method into their own management,to better promote the tax authorities in accordance with the law takes office,and constantly improve the level of tax management,optimization of tax service,further construction of communist,innovation,integrity,service the new tax to improve administrative efficiency and taxpayer satisfaction,is the problem that needs to be discussed.Since 2013,qinghai tax bureau has implemented performance management under the overall arrangement of the state administration of taxation.After five years of development,it has achieved obvious results,but it has also encountered many obstacles and problems in the specific practice.Of government performance management research is unceasingly thorough,in the current background,the application of tax department performance management theory and the analysis of the problems existed in research,not only enrich the existing system of government performance management theory,but also can solve the government public sector of the problems in performance management practice,the more help to improve the level of performance management of the tax authorities and the tax work.In this paper,based on the theory of performance management,we do research on the revenue performance management system of qinghai province,the integrated use of literature research,questionnaire investigation and interview method,summarized the revenue performance management work results in qinghai province,the problems existing in the each link,and an analysis of the causes problems,put forward feasible improvement scheme,in order to improve the level of qinghai province tax performance management,solve the problems in the practical work of.Studies found that tax bureau of qinghai province main problems of performance management system are as follows: the inadequate understanding and the understanding of performance management,performance evaluation indicators for lack of rationality,lack of effective guidance and supervision,performance management means and methods of the performance management process control is insufficient,lack of effective performance management is not easy to get information,external single assessment,performance feedback,performance results application and cadres self-interest in combination with the results,the application of incentive mechanism is imperfect,and so on.Based on the survey results,this paper analyzes the reasons for these problems,including insufficient performance management experience,unclear performance management objectives,insufficient attention to the communication and feedback of performance,insufficient performance incentive,insufficient information means and professional performance talents,etc.Finally,from the tax bureau on the performance management of the existing system of qinghai province,puts forward concrete Suggestions on optimization measures and opinions,mainly to strengthen the construction of performance culture,scientific and reasonable performance plan,strengthen the communication performance coaching,performance clear division of responsibilities,build information data sharing platform,strengthening the important performance node for examination and assessment of monitoring,the introduction of external supervision,strengthening the evaluation result feedback,establish an effective incentive mechanism,etc.,in order to tax bureau of qinghai province performance management system be perfected.
