Taxation bureau at the basic level bear the sacred mission of tax law enforcement and tax service.The 19 th National Congress requires the government imrpoving the function,delegating authorities,and strengthening the credibility and enforcement to build a service-oriented government with the satisfaction of the people.In such an environment,it has been an important issue of how to stimulate the work potential of the taxation bureau at the basic level which is faced by the taxation bureau at the basic level.Therefore,it is a great significant topic of exploring a new way to establish a more suitable performance management system for taxation bureau at the basic level.Firstly,Balanced Score Card is a useful method to measure enterprise performance management.Recently,it can be use in public sector,and certify that this method is applicable to the basic taxation bureau.this promotion will bring benefit to the public sector who use Balanced Score Card.The new performance management system created by Balanced Score Card focuses on improving team and individual performance analysis,job monitoring and feedback mechanism.Secondly,balanced score card is helpful to design a new performance indicator system for basic taxation bureau application.The four core of the balanced score card is customer dimension,financial dimension,business process dimension,learning and growth dimension.Focusing on these four dimensions,and using the management theory is to make a better Performance index system.In this thesis,I develop a new method is created and developed by Balanced Score Card via feasibility analysis.This new approach will be successful in basic taxation bureau.The conclusion of the thesis not only developing the theory of performance management,but also developing the theory of balanced score card.The conclusion can stimulate the potential of the staff effectively,promote the comprehensive and harmonious development of the tax cause,and realize the goal of building a service-oriented government.
