The "CPC Central Committee on deepening reform of the overall number of major issues in the decision" which got through on the third Plenary Session of the 18 th CPC Central Committee clearly put forward the government performance reform,put forward the direction of reform,to "strict performance management,highlighting the responsibility to implement and ensure the consistent responsibilities",promoting the government in pursuit of economic growth into a service-oriented government.The construction of the service government has put forward higher and newer requirements for the government's administrative concept,ability,method and level.Service oriented government requires the government to put the public service supply in the center of government functions,to meet the needs of public services,and improve public service satisfaction.The design,promotion and implementation of performance management system of the tax system is conducive to the promotion of tax authorities to enhance self-station and implementation of the central deployment,and to serve economic and social development of the overall situation and establish a good image of the government of tax department.In the face of the new situation,in order to improve the overall efficiency,this paper tentatively puts forward "the optimization research of NC tax bureau administration performance management evaluation system",in which a common performance management system called "balanced scorecard" in the enterprise organization is introduced into the national tax department performance management.The long term goals and difficult tasks are decomposed into a number of direct executable goals.This paper analyzes the status of NC tax bureau administration,using the Balanced Scorecard Principle combined with the actual situation of the board to try to design a set of effective performance evaluation system of the national tax.Adopting the method of literature survey,quantitative and qualitative analysis,questionnaire survey and other research methods,the paper systematically analyzes the problems and causes of the current performance management of the State Administration of Taxation of NC City,and puts forward the corresponding measures.Research on the important information is in the form of questionnaire,which provides a theoretical basis and data support for the construction of the performance management evaluation system.
