The study of government function is a hot topic in the theoretical circle of our country,because the competitiveness of the country is closely related to the ability of the government to provide public services.However,the study of government function in China has always focused on the reference of foreign public administration and new public management,most of which take the government as the research object in a general way,and few scholars explicitly study the function of township government alone.In 2006,the government formally abolished the agricultural tax,so the township government is facing more challenges.That is to say,since this year,more and more scholars have studied the function operation and transformation of township level government in the theoretical circle,and gradually formed a relatively complete theoretical system.Many scholars have their own unique views on the function operation and transformation of township government.The 19 th National Congress of the Communist Party of China clearly put forward the strategy of rural revitalization,which will make great changes in the economic and social aspects of rural areas in all parts of China,trigger new thinking on grass-roots governance in the theoretical circle and local governments at all levels,and also provide new external impetus for Township governments to change their functions.This paper studies the literature at home and abroad to understand the current domestic and foreign scholars' research results on the positioning and transformation of government functions,and learn their research methods.Based on the analysis of the relevant policies of the Rural Revitalization Strategy,using the new public management theory,the new public service theory and the service-oriented government theory,this paper puts forward that the township government should perform the five functions of economic,political,social,cultural and ecological civilization in the context of rural revitalization,and explains how these five functions should be positioned.Then,taking G town in Northern Jiangsu as an example,through the analysis of institutional setting,personnel allocation,two-level performance appraisal system and government work report,this paper introduces the operation status of the town before the function transformation,focusing on the achievements and existing problems in economic,political,social,cultural and ecological civilization.Then,after the central government put forward the strategy of rural revitalization,the town and its superior X county explored the functional transformation of township government from the five aspects of economy,politics,society,culture and ecological civilization,and found that the functional transformation faced difficulties such as the function operation of new institutions is not smooth,the function of performance evaluation and guidance is not in place,the means of function exercise is lack,and the work style of grassroots cadres is not real Then it analyzes the reasons for the existence of the pressure system,the lack of motivation for the function transformation of township cadres,the weakness of township financial supply capacity,the low degree of public participation in public affairs,and the imperfection of grass-roots self-government system.Finally,according to the difficulties and reasons of the current G town government function transformation,from point to point,this paper puts forward some countermeasures to promote the transformation of the township government function,such as building a new power and responsibility structure,establishing a scientific performance appraisal system,reforming the financial and tax system,optimizing the growth environment of township cadres,establishing and improving the public participation mechanism,and improving the villagers' autonomy system.
