Study On The "Fourth Fourth Five Plan" Drug Rehabilitation Model Under The Theory Of Multi-center Governance

The "Fourth Fourth Five-Year Plan" drug rehabilitation model was initiated by the judicial and administrative drug rehabilitation system in Zhejiang Province.It was highly recognized by the Ministry of Justice and approved by quite brotherly provinces at the national judicial and administrative working conference in 2015.This model aims at realizing the legislative spirit of compulsory isolation and detoxification in the Anti-Drug Law and the Regulations on Drug Rehabilitation,and on the basis of the "Four Districts Separation",divides into physiological detoxification area,education adaptation area,rehabilitation consolidation area and return guidance area.It takes the "Four Districts" as its characteristic and embodies the characteristics of ward type,military camp type,campus type and community type in the "Four Districts".” In order to provide support,five major centers,namely,drug treatment,psychological correction,rehabilitation training,educational correction and diagnostic evaluation,have been established to provide professional service support for drug treatment,thus forming a new comprehensive drug treatment model integrating drug addiction treatment and physical and mental rehabilitation.This thesis uses literature analysis and empirical investigation to analyze the application process and actual effect of the "Fourth Five-Year Plan" detoxification model.Firstly,it discusses the practical exploration of the "Fourth Five-Year Plan" detoxification model in Zhoushan Drug Rehabilitation Institute,expounds the implementation process of the "Fourth Five-Year Plan" compulsory isolation detoxification,and introduces diagnostic evaluation in each stage of the operation of the detoxification model in Zhoushan Drug Rehabilitation Institute.The way of investigation is to discuss the actual effect of the "Fourth Fourth Five-Year Plan" drug detoxification model;secondly,it deeply analyses the problems existing in the "Fourth Five-Year Plan" drug detoxification model,which are: defective system design,low level of construction of drug detoxification centers,the need to strengthen the connection between justice and public security,the difficulty of linking up with communities and returning to help and teach;lastly,it is based on the perspective of social management.The ountermeasures for perfecting the "Fourth,Fourth and Five-Year Plan" drug detoxification model were put forward.By building a multi-center governance structure and relying on the cooperation of the government,NGO and family,we can continuously improve the actual effect of the "Fourth,Fourth and Five-Year Plan" drug detoxification model.
