Research On The Construction Of Cadres Of Village Two-committees In Wcountry Of Zhangjiakou

Village cadres are leaders of various causes of the Party and the government in rural areas,and strengthening the ranks of village cadres is related to the implementation of policies of the Central Committee of the Communist Party of China in rural areas,the progress of agricultural and rural modernization,relationships between the Party and cadres and the masses,as well as the images of the Party and the state.In recent years,as a series of policies have been issued by the Party and the state to solve such problems as weakness,slackness and corruption in village organizations,including forming a mechanism for orderly increasing income subsidies to village cadres,improving the political treatment of village cadres,carrying out projects of improving the quality of village cadres,testing the village cadre management system etc.,great progress has been made in building the ranks of village cadres.However,it cannot be denied that there are significant differences among regions in building the ranks of village cadres,without enough ranks of village cadres that can meet the requirements of the new era.Therefore,it is an important task of Party committees and governments at all levels to strengthen the ranks of village cadres.With the ranks of cadres in the Party branch committee and the village committee(the two committees)of W District in Zhangjiakou as a study object,this paper explored and analyzed the building of the ranks with the methods of literature analysis,case analysis and interviews,and presented relevant measures relatively of practical significance to strengthening the ranks of cadres.First,village cadres in the two committees were clearly defined,to specify the connotations,general requirements and significance of building the ranks of village cadres,and existing studies in relevant fields at home and abroad were summarized.Second,through an analysis of indicator data of the ranks before and after 2012,2015 and 2018 when the term of office was changed in this district and relevant policies on building the ranks of village cadres in recent 5 years,it was found that W District had made a lot of endeavor to build the ranks of village cadres in the two committees pursuant to municipal and provincial documents,mainly focusing on the selection of personnel,incentive,guarantee,training and management of personnel etc.,but the policies were not systematic and innovative enough.Third,a detailed analysis was conducted on problems and reasons for the problems in building the ranks of village cadres in the two committees of W District in Zhangjiakou.Major problems were the talent mobility mechanism to be unblocked,incentive and guarantee measures to be strengthened,the cadre cultivation system to be completed,and the level of supervision and discipline execution to be improved,which were caused mainly by the institutional constraints on the identity of village cadres,low standards for the selection of cadres,low quality of cadre cultivation,emphasis on investigation and punishment in supervision of cadres,current economic constraints of the village collective etc.Last,based on the whole study,it is recommended to vigorously strengthen the ranks of village cadres in the two committees of W District mainly in the aspects of selecting and appointing cadres,target-based incentives,education and training,collaborative regulation and improving the economic conditions of the village collective.
