A Study On The Ability Of The Cadres Of The "two Committees" In The Village To Perform Their Duties Under The Vision Of Urbanization

In view of the dilemma of improving the performance ability of the cadres of the "two committees" in rural areas in China,based on the previous research results,this paper takes Z Town,Lanshan District,Linyi City,Shandong Province as an example,and studies the performance ability of the cadres of the "two committees" in rural areas under the background of urbanization with the method of single case analysis,This paper attempts to reveal the main problems and influencing factors in the improvement of the performance ability of rural grassroots cadres,and puts forward targeted and operable countermeasures and suggestions,in order to provide reference for the improvement of the performance ability of village "two committees" cadres in the new era.On the basis of expounding the research background and the significance of the topic,this paper focuses on the summary of the relevant research results at home and abroad,and then clarifies the research issues,that is,how to effectively improve the performance ability of the cadres of the "two committees" of the village in the perspective of urbanization?Based on the case study of the performance ability of the cadres of the two committees in Z Town,Lanshan District,Linyi City,Shandong Province,there are two findings:(1)under the background of rapid development of urbanization,the performance ability of the cadres of the two committees in Z town mainly has five shortcomings,that is,the weak management and service ability in work,the lack of unity in thought and the lack of initiative in coordination The outstanding problems,such as low enthusiasm in solving problems and unsound behavior style,seriously restrict the effective improvement of the performance ability of the cadres of the "two committees" of the village.(2)In the context of rapid development of urbanization,there are six main reasons for the insufficient ability of the cadres of the "two committees" in Z Town,namely,the "duality" contradiction of the identity of the cadres of the "two committees" in the village,the imperfect management function and system operation in the process of urbanization,the heavy tasks of the cadres of the "two committees" in the village,the lack of professional training for the cadres of the "two committees" in the village,and the "two committees" in the village The supervision and management mechanism of cadres is not perfect,and the influence of rural clan factional forces on the performance of village "two committees" cadres.On this basis,the paper puts forward countermeasures and suggestions from six aspects to promote the performance ability of the cadres of the "two committees" of the village,that is,to steadily improve the level of the guarantee of the cadres of the "two committees" of the village,so as to solve the contradiction of the "duality" of the cadres of the village;to comprehensively strengthen the management of the cadres of the "two committees" of the village,so as to continuously improve the functions of the rural management and the difficulty of the imperfect operation of the system;to optimize and strengthen the "two committees" of the village In order to effectively alleviate the heavy work of the cadres of the "two committees" of the village,strengthen the training and education of the cadres of the "two committees" of the village to fundamentally improve the ability to perform their duties,establish and improve the performance appraisal mechanism to quickly improve the supervision and management mechanism of the cadres of the "two committees" of the village,resolutely put an end to and eliminate the factional forces,so as to ensure the normal environment for the cadres of the "two committees" of the village to perform their duties,this paper hopes to pass the above The implementation of the policies and suggestions will improve the performance ability of the cadres of the "two committees" of the village,and promote the cadres of the "two committees" of the village to play a greater role in the rural social and economic development.
