2019 is the key year for building a well-off society in an all-round way,and rural areas are the top priority.Whether the economic development in rural areas is sustainable,healthy or not,and whether the overall social situation is stable or not,is directly related to the overall completion of a well-off society.Village cadres are the connection point between the country and the countryside,the main force of rural work,and the key to realize the strategy of Rural Revitalization.With the deepening of the reform of the administrative system in China,the role of village cadres has been transformed from the management type to the service type,lacking of system guidance and policy incentives,which brings pressure to the work of village cadres.Without the corresponding support of economy and clear guarantee of policy,the public power orientation of village cadres is somewhat vague,social status is reduced,and the enthusiasm of work is affected.In the new era and new situation,there is an urgent need to strengthen the research on the incentive mechanism of the village cadres,explore a scientific and reasonable way to build the incentive mechanism,and then improve the enthusiasm of the village cadres,so as to protect the building of a well-off society in an all-round way.In addition to the introduction,the main body is divided into four parts.The first part is the definition of related concepts and theoretical sources.Based on the collection,study and analysis of relevant literature at home and abroad,further clarify the research focus,clarify the research ideas,and ensure the logical construction of the research is reasonable.By defining the main concepts of the research--administrative village,village cadres and incentive mechanism,the five connotations of the incentive mechanism of village cadres are defined(the collection of inducements,the system of behavior guidance,the system of behavior range,the system of behavior time and space,and the system of behavior domestication).According to the dual role positioning of village cadres’ township agents and national leaders.To explore the power source of village cadres,combined with the classical theory and the frontier theory of incentive mechanism,to explore the theoretical source of the five connotations of incentive mechanism of village cadres,to lay a theoretical foundation forresearch and enhance the theoretical nature of research.The second part is case study.Starting from the particularity of S town environment and the typical incentive mechanism of S town village cadres,this paper analyzes the feasibility of S town as a case study.Based on the systematic introduction of the location advantages of S town and the basic situation of village cadres,through field investigation,questionnaire survey,in-depth interview and other ways,the first-hand information of the incentive mechanism of S town village cadres is obtained,the main contents and interrelations of the existing assessment system of village cadres and the incentive mechanism of village cadres in S town are understood,and the implementation status of the incentive mechanism of village cadres in S town is mastered through empirical analysis,To ensure the coexistence of theoretical and practical research.The third part is the analysis of the problems and causes of the incentive mechanism of the village cadres in S town.From the perspective of practice,this paper investigates the incentive mechanism of village cadres in S Town,and analyzes the specific problems existing in the five components of the incentive mechanism.It also analyzes the causes of the problems in four aspects: the working environment of village cadres,the imperfect laws and regulations,the "labor" and "gain" mechanism of village cadres,and the "quasi life system" of village cadres,so as to realize the dynamic analysis of the incentive mechanism in S town.The fourth part is the redesign of the incentive mechanism of the village cadres in S town.First,the design purpose based on the "common agency model" and the two design principles of "villager autonomy" and "participation of the whole people" are formulated to increase the universality of the research results.On the premise of abiding by the design purpose and principle,and aiming at the different problems existing in the five components of the incentive mechanism for cadres in S Town,the paper redesigns the incentive mechanism to ensure that the research results obtained are comprehensive,systematic,referential and innovative.The conclusion part reviews the research process,points out the comprehensive,dynamic and non-linear characteristics of this research,and predicts the follow-up research topics.Although it is the conclusion of this paper,it is not the end of logic and practice,but it stillneeds to be enriched and adjusted according to the changes of internal and external environment.
