The Application Of "Fengqiao Experience" In The Management Of Rail-related Social Contradictions

"Fengqiao experience" is a social governance program with Chinese characteristics,the core connotation of which is party leadership,mass line and innovative development.Over the past 50 years,"Fengqiao experience" has kept pace with The Times and developed continuously in practice,incorporating the social governance concept of co-construction,co-governance and sharing,which has been widely used for reference in many fields.In recent years,with the continuous development of China's railway construction,especially the continuous increase of high-speed railway mileage,the dependence of railway safety operation on the external environment has become increasingly prominent.Railway is facing a more complex external environment.The number of social contradictions related to rail keeps increasing,and the difficulty of resolving them keeps increasing.It presents the characteristics of "complex influencing factors,multiple subjects involved,and difficult governance",Profoundly embodies the complex and tortuous interactive process in today's government,the monopoly of state-owned enterprises,rural grassroots,individual citizens,reflecting the contemporary social governance between the rule of law,political,moral,autonomy in complex entanglement.Properly resolve social conflicts involving rail concerns the legitimate rights and interests and vital interests of the people along the railway,the safety of railway operation,the safety ofpeople's lives and property,the unblocked economic arteries and the image of the country.It is a social governance work highly valued by the party committees and governments at all levels along the railway.Prevent and resolve rail-related social conflicts,it is necessary to balance the appeals of all parties,mobilize the strength of all parties,and adhere to the guidelines of joint defense and joint governance,defense technology and civil defense,and joint construction and Shared benefits."Fengqiao experience" provides a set of ideas and practices in this regard,which can provide new impetus for the management of rail-related social contradictions,so it is promoted in the national railway protection and road joint defense system.Taking Shanxi Province as an example,this paper introduces the "Fengqiao experience" into the discussion of a special social contradiction--rail-related social contradiction management.Analyzes how the "Fengqiao experience" is carried out and achieved in the prevention and resolution of rail-related social contradictions,and further discusses the difficulties and problems encountered in the actual progress of this work.These discussions,to a certain extent,have broadened the application field of "Fengqiao experience",provided certain reference value for promoting grassroots social governance work along the railway,and had certain significance for deepening the understanding of the practice of social governance in contemporary China.The paper consists of five parts.The first part describes the general situation of the paper writing.The second part introduces the relevant contents of "Fengqiao experience",sorts out the evolution process of "Fengqiao experience",defines the basic concept of "Fengqiao experience" and its connotation in different periods,and introduces the "Fengqiao experience" for resolving conflicts and disputes in multiple ways.The third part discusses the governance practice of rail-related social contradictions in Shanxi Province in detail.Starting from the governance of rail-related social contradictions in Shanxi Province as a whole,it analyzes the development trend and causes of rail-related social contradictions,and summarizes the typical experience explored in the governance process.The fourth part,based on the practice of cases,analyzes the problems and causes in the governance of rail-related social contradictions.The fifth part draws lessons from the "Fengqiao experience",and puts forward innovative countermeasures for the governance of rail-related social contradictions from the perspectives of the concept,pattern,system and mechanism,and governance mode.
