From The Perspective Of "Fengqiao Experience", Honggang Public Security Bureau Participates In The Study Of Social Governance Issues

After more than 50 years of development,the connotation of "Fengqiao Experience" has become a typical model of grass-roots social governance in China.It is an effective social governance scheme created by the party's leadership of the people,and a "gold lettered signboard" of the comprehensive governance of politics and law in the new era.In 2018,the Ministry of Public Security issued a document calling for adhering to and developing the "Fengqiao Experience" in the new era as an important carrier to participate in the construction of a new pattern of urban and rural community governance.The purpose is to effectively improve the level of community rural police construction,adhere to and develop the "Fengqiao Experience",and make contributions to improving the level of social governance modernization and promoting the construction of safe China.It can be said that to adapt to the new law enforcement environment,change the police concept,improve the level of social governance,and meet the diverse needs of the people,has become an important issue for the public security organs to continuously promote the development of police.This paper is based on this background,taking Honggang Branch of Daqing Public Security Bureau as an example,from the perspective of the practice and development of "Fengqiao Experience",to study social governance issues.Based on the perspective of social governance,under the guidance of the theory of three governance integration and the core connotation of "Fengqiao Experience",this paper studies the social governance of Honggang Public Security Bureau from the perspective of "Fengqiao Experience" by using the methods of literature,field investigation and case analysis.Through on-the-spot investigation,it is found that although Honggang Public Security Bureau has made some achievements in the activity of "Fengqiao Experience",there are still some problems,such as the poor effect of multi department linkage,outdated community policing mode,insufficient supply of working system,insufficient participation of autonomous bodies,etc.The reasons for the formation of the problems are mainly due to the lack of public security leading position,the lack of community police construction,the lack of system construction,and the lack of residents' autonomy tradition.On the basis of the above investigation and analysis,and drawing on the mature social governance experience of "Fengqiao Experience" in Zhejiang Province,this paper puts forward targeted countermeasures and suggestions to solve the problems existing in the current Honggang Public Security Bureau.Among them,the main countermeasures and suggestions include: give full play to the leadership of the party building,build a pattern of joint management of multi departments;optimize the mode of community policing to ask for the police's combat effectiveness from science and technology;establish a perfect system and promote the standardization construction;promote the autonomy of social management,from passive management to active participation,and so on.This paper can not only provide guidance for public security organs to carry out social governance from the perspective of "Fengqiao Experience",but also improve the level of social governance in the jurisdiction,and create a harmonious,safe and comfortable living environment for residents.
