Discussion On Local Government Food Safety Supervision Model Under New Situation

Food safety as a major issue concerning the national economy and people's livelihood has always been closely watched by the government,consumers and all sectors of life.Since the Reform and Opening,people's living standards and the requirements for food quality have been gradually improved with the economic development.However,the problems of food quality and safety such as African swine fever,Fake drinks,Budget cut-price snacks,and Make-up eggs continue to occur,which not only affects social harmony and stability,but also endangers people's lives and health and consumer confidence in China's food safety.The emergence of food safety problems is closely related to food quality supervision.Since the Economic Reform and open up,Chinese pay an extensive attention to food quality and safety issues and continuously improvement received because of carried out a series of reforms and constructions in various aspects of food safety management,such as mechanisms,laws and regulations,inspection and testing facilities and equipment,and personnel,etc.However,there are still many areas to be improved in food safety supervision,especially for the the local government which is the key link of implementation of national policies withing the frequent occurrence of food safety problems.Therefore,it is significance to explore how to make local governments rely on modern information technologies such as the Internet,Cloud Computing,the Internet of Things,and Big Data closely for a better job in food safety supervision under the new situation.This paper takes Sanmenxia City as an example,through the literature research,field survey method,case analysis,questionnaire investigation,aims to understand and discover the current actual problems based on the study of the evolution of China's food safety supervision system and the current state of supervision in the city,analysis the main causes of the problems,draw lessons from the advanced management experience at home and abroad,and put forward by means of modern information technology to optimize and improve the Sanmenxia City food safety regulatory model.The research conclusions are as follows: at the team building level: it is proposed to strengthen the specialized training of the existingsupervision team and introduce food safety professionals;at the power level: it is proposed to increase administrative staff and build a food safety information sharing platform;at the inspection and testing level: it is required to increase the financial investment and enhance food inspection and testing capabilities of local government;at the public participation level,put forward to improve the food safety information disclosure system and increase the popularization of food safety common sense;legal and regulatory level:supplement and consummate existing laws and regulations and establish and improve food safety laws and regulations system;at modern information technology application level:apply the Internet of Things technology to achieve full traceability of food information,Cloud Computing technology to achieve the storage of massive food information,based on the Internet to realize the food safety information sharing,the use of Big Data technology advantages to mine and analyze food potential information,and establish risks early warning system to realize information-based supervision of food safety.
