A Study On Food Safety Supervision Of Local Government

With the rapid development of China's economy,the size of food market has been enlarged and food industry becomes more and more all-inclusive.All manners of food safety problems which occur frequently and unpredictably have a negative impact on the construction of harmonious society and social economy.Government as a law enforcer,a public service provider and an external benefit eliminator,has a legal responsibility on food safety supervision.And government's administrative efficiency determines the food safety risk level,the order of the food market,the merit of the government as well as the public health condition.Recently,all levels of China local governments has actively implemented “Food Safety Law of People's Republic of China”(hereinafter referred to as the "food safety law")with full efforts.Food safety regulatory authorities have been strengthening administrative capability and playing their own advantages,to a great extent they have done well on the food safety supervision through a series of effective actions.However,food safety supervision can't be done once for all,according with deepening of reform and opening-up,the newly happened problems caused by the disadvantages of market economy,and the problems left over by the old systems which confronts the government in the change from “power government” in Command economy to “service-oriented government and guide-oriented government,all require the government persistently to strengthen its efficiency of supervision,,to eliminate market failures and to optimize the market environment.This dissertation takes the food safety supervision of Jilin province as the research and study object,and focuses on the supervision on the food production,food circulation and sale stage,based on food safety supervision status of Jilin province the paper puts up with some main problems,like food safety laws and regulations are not perfect,the standard of food safety production is not comprehensive,the food safety supervision capability of the government departments is insufficient and the food makers are not supposed to take the main responsibility of food safety accidents.The paper analyzes the reasons for the problems above,and on the basis of the information asymmetry theory,theory of public services the paper generalize the experience and methods of food safety supervision in western developed countries,such as the regulation of information sharing,product recall system and so forth.The above-mentioned food safety supervision problems of Jilin Province have existed commonly in other local administrative regions,and thecausing fuse is alike to some degree.So Targeted to the problems the paper proposes that the local government should firstly improve the food safety supervision laws and regulations and food safety standards,secondly should upgrade the food safety supervision capability with application of IT,grass-root regulatory power reinforcement and tech support,and finally should promote the implementation of food safety responsibility,food traceability system,production and operation of credit management system of food safety long-term supervision mechanism.
