With the arrival of the era of intelligent manufacturing,skills mismatch has become a hot issue in the world.Nowadays,China's labor market still has a large amount of structural unemployment,"labor shortage" phenomenon is widespread,there is a large gap between the supply and demand of skills.In the reality,it is necessary for China's development and reality to establish an effective skills matching and forecasting mechanism.Taking a global perspective,the European Union's skills matching and anticipating mechanism has experienced more than a decade of evolution,and its development and reform experience is worth learning from in China.By combing existing literature research and case data,this study starts from the practical problem of skills mismatch,and on the basis of relevant theoretical research,analyzes the analytical framework of the European Union's skills matching and anticipating mechanism.Then,based on the components and key elements of the framework,this study expounds the operation process of the European Union's skills matching and anticipating mechanism from three aspects of top-level design,specific practice and application.Finally,this study analyzes the advantages and challenges of the European Union's skills matching and anticipating mechanism,and puts forward the possible measures to build China's skills matching and anticipating mechanism based on the reality of the country.The main conclusions of this study are as follows:(1)The background of the European Union's skills matching and anticipating mechanism: firstly,it faces the dilemma of skill obsolescence and skill shortage;secondly,it has a solid theoretical research foundation.(2)The top-level design of eu skills matching and anticipating mechanism includes the establishment of institutional environment,the determination of research objectives and the construction of management system.(3)The European Union reflects the skills matching results at the macro and micro levels respectively through national skills index and skills mismatch;The content of the survey relies on the European Skills Index,the European Union's Online Job Vacancies and Skills Analysis,and the skills and jobs survey.(4)From the two aspects of skills supply and demand,the European Union presents the specific contents of skills anticipation respectively;To grasp the development trend,it is necessary to make use of the European Union's Sectoral Approach,Establishment Skills Survey and Tracer Studies.(5)Promotion and application of the European Union's skills matching and anticipation,mainly involving revision of policy catalogue and improvement of application process;Release employment information and provide employment guidance;Access to industry information to stimulate demand for skills;Enrich training types and improve service level.(6)To learn from the experience and lessons of the European Union,China should establish an organizational system and formulate policy plans;Set up analytical framework and develop research tools;Carry out special plans to strengthen team building;Optimize the talent structure and improve employment services.
