The prison is an important part of the state apparatus, and prison authorities carry out the tasks of punishing and rehabilitating law offenders, by preventing and reducing crimes to make great efforts to turn the negative social factors into positive ones for promoting social stability. Inmate vocational skill training is a subsystem of the prison and its core values is "to help the prisoners be able to return to society in the future". Its aim is to try as much as possible to make inmates enhance their adaptability and return to society after obtaining working capacity, and to prevent them from falling into criminal offenses again. Such work can make them the society law-abiding citizens with working skills, and therefore facilitate maintaining social harmony and stability.At present, China’s inmate vocational skills training has made a lot of achievements, but still faces with the contradiction between the limited training resources and the growing demand for training. Inmate vocational skills training is a systematic project, it involves government departments, prisons, training institutions, social forces, prisoners and many other elements. Optimizing the internal structure by integrating training resources has important theoretical and practical significance to the development of the work of the inmate vocational skills training. Firstly, this study summarizes and compares the current situations of domestic and foreign prison inmate vocational skills training. Secondly, the research analyses the work situation of inmate vocational skills training in several prisons in Yunnan Province:pestel analysis is performed to an overall analysis of the prison vocational and technical training in the Province in order to investigate the advantages and deficiencies in experimental units. Finally, to provide a better policy output, some proposals are put forward from two aspects, such solving the external integration and internal technical problems, as well as some new policy paths, such as integrating government and social resources to improve the quality of training, expanding recommended channels for employment, and disseminating prison work, etc.
