The Influences Of Government Cultivation On Organizational Development Of Community Foundation

The development of social organizations is inseparable from the government support.However,the extent to which the government's support has promoted the development of social organizations is still lack of research.Community foundation is a new type of social organization and in the early stage of development in China.Although the number is limited,it plays a very prominent role as a catalyst for the development of public welfare,and therefore it is valued and supported by the government.Many local governments have issued policies to encourage the development of community foundations and explored the development mode of community foundations.However,the existing research has only conducted a case-by-case discussion on this issue,and there is no overall analysis.This paper studies the influence of different forms of government cultivation on the development of community foundation.Firstly,based on the literature research,this paper defines the concepts of government cultivation and support,community foundation organizational development,and introduces the embedded theory and resource dependence theory.Furthermore,based on text analysis and expert consultation,this paper sorts out four types of government support,two elements for measuring community foundation development,and puts forward four research hypotheses.Then,through the quantitative analysis of 49 community foundations,the hypotheses are tested one by one.This paper finds that the government's support has a double impact on the community foundation development.Specifically,basic tools have a significant positive impact on the community foundation organizations development and organizational resources;distributive tools have a negative impact on the financial performance;marketization tools positively affect the financial performance;guiding tools have a negatively impact on the community foundations development,especially on the financial performance.Finally,this paper suggests that the government can better cultivate the community foundation development by increasing the basic tools,adjusting the distributive tools such as government subsidies and tax concessions,strengthening the marketization tools,and changing the guiding tools by reducing the proportion of members with a government background in the board.
