Motivation has always been one of the key research topics in the field of public administration,and the motivation of grass-roots civil servants is also a practical issue that needs urgent attention.The motivation of junior civil servants refers to providing economic,development and spiritual incentives to junior civil servants,aiming at improving the enthusiasm of junior civil servants,enhancing the sense of professional achievement and sense of honor,so as to improve the administrative capacity of grassroots government.Restricted by geographical location and natural conditions,the economic development of remote areas is relatively backward,and the stability and sustainable development of junior civil servants are also facing great challenges.In recent years,junior civil servants in difficult and remote areas have undertaken the task of targeted poverty alleviation,poverty alleviation and other community-level social construction in accordance with the requirements of the state and the needs of the masses,and are the most important carrier of community-level public service supply.Therefore,the study of this group of junior civil servants in remote and difficult areas is of great practical significance to the development of grassroots society and the construction of civil servants in the new era.Under the changing background of The Times,junior civil servants in difficult and remote areas also have the internal hidden demand for self-realization and development.Only by improving the job satisfaction of junior civil servants and improving the psychological contract,can individual performance and organizational performance be better realized.However,due to the difficulties in reality,the material incentive needs of junior civil servants in remote and difficult areas have not been met,and there exists the spirit and value pursuit of knowledge-based civil servants in the new era.In this paper,interview method and questionnaire method are used as the main research methods,and Y county in northwest China is taken as a case study,since the characteristics of civil servants at the grass-roots level of Y county and analyzes the incentive status,analyze the Y county's current incentive,combiningporter lawler integrated incentive model and psychological contract theory,from the content,form and other aspects to explore the incentives the reasons behind the dilemma.On the basis of this,some Suggestions are put forward to optimize the incentive mechanism of junior civil servants in remote and difficult areas.This paper conducted in-depth interviews with 18 junior civil servants in Y county,and conducted a questionnaire survey on 203 junior civil servants,including156 local junior civil servants and 47 border assistance cadres.It comprehensively and multidimensional analyzed the incentive status and problems of junior civil servants in Y county.It is found that the incentive dilemma of junior civil servants in Y county is mainly manifested in the following aspects: insufficient economic security incentive,lack of development incentive,lack of spirit and reputation inclusive incentive.To explore the reasons behind it,the main reason lies in the deviation of the incentive concept,the lack of financial resources,and the imperfection of the incentive contents and methods of junior civil servants in the difficult and remote areas.Finally,on the basis of empirical analysis,this paper puts forward the optimal way to rebuild the incentive mechanism of junior civil servants in arduous and remote areas,such as establishing reputation incentive,perfecting psychological contract,and perfecting fault tolerance and correction mechanism,from the perspectives of incentive concept,incentive content and incentive form of junior civil servants in arduous and remote areas.
