With the development of economics and society in China, the government gradually changed its role from a social controller to a social public servant. The constant improvement of civil servant management system promotes civil servant management gradually to be on a track to be normalized, scientized and standardized, with the constant enhancement of administrative efficiency. However, there is still some phenomenon of low work motivation and inefficiencies of civil servants in a sense, which exists in the practice. It is because that the imperfection of incentive system leads to a lower job satisfaction of civil servants.Due to a large number of junior civil servants occupying a predominant proportion among civil servants, their professional competence has a direct affect on the whole quality of civil servants of our country and the administrative efficiency of government agencies. Therefore, this article positions its research object as junior civil servant, a special group, and makes an overall exploration on relations between incentive system and job satisfaction, expecting to find a solution to the problem that low job satisfaction of junior civil servants exists in certain ranges.This article briefly illustrated the research status of theories of incentive and job satisfaction among various western schools. Through comparing it with the relative study on new employees of enterprises, the writer analyzed the present situation of relations between incentive and job satisfaction of junior civil servants of our county. In the further empirical research, the writer took a questionnaire survey among a few civil servants of Anhui Province and collected the statistical data from 54 junior civil servants randomly. Through a set of analysis on 30 incentive factors and each item of job satisfaction with spss system, the writer made a conclusion. At last, based on the collected data, the writer tried to find the relations between incentive and job satisfaction of junior civil servants and thus put forward relevant suggestions.
