Since the1980s, China has made some progress in junior civil servant incentive systemconstruction, and to a certain extent, working enthusiasm, initiative and creativity of the civilservants has been improved. At the same time, there are still a range of problems in civilservant promotion, assessment, training and incentive pay in some grass-roots governments.Grass-roots government is the showpiece of service-oriented government, and building aservice-oriented government that people are satisfied with is ultimately inseparable from theconstruction of junior civil servants; constantly perfecting the incentive system of junior civilservants is the only way for the construction of high level junior civil servants. Therefore, thispaper systematically sorts over the related theoretical achievements about junior civil servantincentive system, utilizing the research methods combining theory with practice, such asinterviews, questionnaires, data statistics, etc. It takes junior civil servants of Z CountyHuman Resources and Social Security Bureau as the respondent, aiming at elaboratingsystematically the current implementary situation of China’s junior civil servant incentivesystem and putting forward countermeasures on consummating junior civil servants incentivesystem.Based on the institution framework of civil servant incentive system, it is found that thesatisfaction to working and incentive system of the civil servants is in a low level throughempirical study. The primary causes that lead to a lower satisfaction of junior civil servantsare as follows: Fairness of the promotion system should be improved, the appraisal systemhas yet to be improved, the scope and content of training has yet to be extended, the effect ofincentive pay system has not been given full play to, career planning system has not beentaken seriously. To this end, we ought to insist on the principle of the balance on fairness andefficiency consideration, the combination of material stimulation and mental stimulation, theintegration of on-demand incentives and personalized incentives, as well as the union ofpositive incentives and negative incentives. What’s more, we should set about formulatingperfect career development plans, and constantly put forth effort to promote the pertinenceand coverage of training, the scientificalness and specifications of our performance appraisalsystem, and strengthen the salary incentive mechanism, and so on.
