The Study About Urban And Rural Amalgamation Development From The Perspective Of Marx And Engels' Community Thought

At the 19 th national people's Congress,general secretary Xi Jinping pointed out that: "Development is the underpinning and the key for solving all our country's problems;our development must be sound development.We must pursue with firmness of purpose the vision of innovative,coordinated,green,and open development that is for everyone".As the basic unit of society,urban and rural areas are a problem that development can never get around.The research of this paper is mainly based on the following two basic social phenomena: first,the path dependence of local government on land finance and the competition of "corporatization" in the "urban-rural integration development" have caused the imbalance between the central and local interests.This imbalance has seriously affected the effect of urban-rural integration development,and local governments lack the motivation to promote urban-rural power equality.Second,the hollowing out of rural development makes it lack of the power of economic development.On the one hand,the hollowing out of population and the lack of authority are not conducive to inheriting the management of the government,on the other hand,it also makes the national policy of supporting agriculture greatly reduced.Through these two basic social phenomena,we find that "urban-rural integration" as a national strategy to eliminate the imbalance between urban and rural areas has become the consensus of all sectors of society.However,if only farmers' income is used as the evaluation standard of "urban-rural integration development",it is easy to fall into the bottom of the capacity of grass-roots government for governance,leading to the dogmatic and tabular implementation of policies.Therefore,this paper takes "what is the relationship between urban and rural areas" as the core,and urban-rural integration development as the thinking,trying to combine Marx and Engels community thought with China's actual situation,seeking the theoretical basis of Marxism for urban-rural integration development.This paper mainly includes,first.using the "Marx and Engels community thought" to propose and demonstrate the general situation of the development of China's urban-rural relations,that is,the development direction from "alienated development" to "integrated development";second,from the value level of "benefit sharing","mutual benefit","symbiosis and harmony" to demonstrate the "five in one"of the common destiny of urban and rural areas,Third,through practical thinking,three paths are put forward: "the central level is guided by the concept of" humancommunity "," the local level is to build a simple and efficient practice system "," the rural level is to reshape ".
