Research On The Government's Responsibility Of Urban Home-based Care Service

Home-based care is an important part of China's old-age care system,especially the aging of society and the change of family structure.The traditional home-based old-age care and institutional old-age care have been unable to meet the needs of the new era of social old-age care services,and home-based care has become one of the important problems to be solved in the field of social security in China.Therefore,it is of great practical significance to study what responsibilities the government should assume and how to assume them in the home-based care service,so as to rationally allocate the resources of home-based care service,relieve the pressure of aging society and promote social harmony and stability.In recent years,the government attaches great importance to the development of home care services.The "13th five-year plan" clearly proposes to improve the "home-based,community-based,institution-based,and medically assisted" old-age service system.In order to promote the development of home-based elderly care services,the central and local governments have issued relevant regulations and policies for many times.However,in the practice of home-based care service,the government still lacks responsibility.Due to the obvious differences between urban and rural areas in economic development level,living geographical environment,folk culture and other aspects,the responsibilities of the government in home care services are different.Therefore,this paper studies the government's responsibility in urban home care service.This paper studies the government's responsibility in urban home care services.Firstly,the research background and significance of this paper are expounded,the research status at home and abroad is briefly summarized,the research ideas and methods of this paper are explained,and the main innovation points are put forward.Then,it defines the relevant concepts of this paper and sorts out the relevant theoretical basis supporting this research,including new public management theory,public goods theory,demand hierarchy theory and welfare pluralism theory.Secondly,it discusses the necessity of government intervention in home care service,and defines the responsibility of government in home care service.Thirdly,a questionnaire survey and a case interview were conducted to collect data from eligible respondents in Baoding city.The implementation status and problems of urban home-based care services were analyzed from the aspects of policies and systems,financial support,organization and guidance,supervision and management.Finally,targeted Suggestions are put forward from four aspects: First,promote the construction of laws and regulations,optimize and improve the policy system.Second,we will increase financial support,allocate service resources in a reasonable way,and expand funding channels.Third,establish a supervision and evaluation mechanism and improve the management system.Fourth,strengthen ideological propaganda and guide the construction of professional talents.
