| Nowadays, with the development of urban economy, the rapid increasing of ageing population and the variation of urban family structure, urban community home-based care service has become a service mode dominated by the government. Government responsibility in community-based housing support is directly connected with its path choice and grow, but the research on government responsibility is relatively few.The study methods of this paper include literature, field survey and comparative analysis. Through the investigation of Jinzhou New District community home endowment, to put forward the problem, analysis problem, and solve the problem. Firstly, this paper has introduced the aging society of Jinzhou New District, community home care for the aged has become an important mode, prominent problem of government responsibility, and other research background, expounds the important significance of study on government’ responsibility in the community home endowment, and introduces the research situation at home and abroad, illustrate the way of the paper. Secondly, this paper focuses on the current situation of government responsibility in the community home endowment in Jinzhou New Area Administrative Committee, and puts forward the existing problems. Again, the paper introduced the experience of government domestic and foreign advanced area how to fulfill its responsibility in the community home endowment, discussed the feasibility of community home endowment, proposed the Jinzhou New Area Administrative Committee to perform community home endowment. Finally, from the6aspects of the main responsibility, improving the responsibility system, integration, resource, optimization, strengthen the responsibility of supervision responsibility, enhance the sense of responsibility, to improve the Jinzhou New Area Administrative Committee of community home-based care services in the responsibility system of countermeasures and suggestions. |
