Complaint reporting for discipline inspection and supervision is a friendly bridge between discipline inspection and supervision organizations and the people,one of the main channels to obtain information and case clues,and also the first step of the overall work,which plays a significant role in the work of discipline inspection and supervision.In daily work,in order to distinguish itself from the complaint reporting of the public complaints and proposals bureau,the complaint reporting for discipline inspection and supervision is also called small complaint reporting.Since the 18 th national congress of the communist party of China(CPC),anti-corruption work has been highly valued and concerned by the CPC central committee,and the people have long expected the results of anti-corruption work.After the reform of the national supervision system,the scope of accepting disciplinary inspection,supervision and complaint reporting has also been greatly improved compared with that before the establishment of the supervisory commission.It has been transformed into supervision over all public officials exercising public power,facilitating the public to express their demands and solve their reasonable interests,and contributing to social harmony and stability.Based on the analysis of the discipline inspection,supervision and letters and visits in F county,this paper analyzes and studies the current situation of grassroots discipline inspection,supervision and letters and visits in the new era in combination with its own work practice,it mainly presents the following characteristics: the total number of complaint reporting is high;Repeated higher-level operation of letters and visits;The proportion of letters and visits outside the scope of business is large;The satisfaction rate of the public is low.According to these characteristics,the causes ofthe problems are analyzed.Some supporting systems of discipline inspection,supervision and complaint reporting are not perfect.The construction of clean and honest party conduct at the grassroots level is not paid enough attention to,some cadres lack the awareness of the main responsibility and other factors of their own,and some people blind petition and other public factors;Insufficient publicity and guidance for discipline inspection,supervision and complaint reporting;As well as the petition team's own ability to lack and so on.In view of the above problems and their causes,the author combined with the current situation of social governance at home and abroad,explored the practical way to solve the problems of grassroots discipline inspection,supervision and complaint reporting,and proposed relatively feasible measures and countermeasures: improve the supporting system and mechanism of discipline inspection,supervision and complaint reporting,and implement long-term management;We will strengthen the building of party conduct and integrity at the grass-roots level and strengthen the awareness of the main responsibility of local party committees and the awareness of supervision by discipline inspection commissions.Unblocked channels for complaint reporting,strengthened publicity on the business,procedures and scope of acceptance of disciplinary inspection and supervision of complaint reporting,and improved the environment for complaint reporting;Carry out school skills training,improve the level of business,strengthen the professional construction of petition team.Through further analysis of the practice of grassroots discipline inspection,supervision and complaint reporting in the new period,certain results were achieved on the promotion surface with county F as the point,hoping to play a theoretical guiding role in promoting grassroots discipline inspection,supervision and complaint reporting.
