| The discipline inspection and supervision petition work is one of the most closely related parts of the discipline inspection and supervision work.Since the 18 th National Party Congress,the Chinese Communist Party has achieved remarkable results in punishing corruption with a zero-tolerance attitude.Because of the important role in the fight against corruption,the discipline inspection and supervision organs have been concerned by the whole nation.The discipline inspection and supervision petition work have also received much attention.The work of discipline inspections and supervision petitions is a basic work of discipline inspection and supervision organs,and has an important position in the work of discipline inspection and supervision.It is not only the first procedure of the discipline inspection and supervision work,but also the main channel for discipline inspection and supervision organs to obtain information and case clues.As a county under the jurisdiction of Wenzhou City in Zhejiang Province,Yongjia County is currently faced with the new situation of the national supervision system reform and the severe and complicated conditions of discipline inspections and supervision petitions.The discipline inspection and supervision organizations of Yongjia have achieved good results by improve the handling standard of the first visit,regularly analyze and judge the situation and information,irregularly tackle the backlog to resolve the cases,and form a collaborative consortium to integrate forces.Through questionnaire survey,this paper investigates the overall evaluation of the Yongjia County Discipline Inspection and Supervision petition work,the resource investment of each discipline inspection and supervision organization,and the staff’s views on the discipline inspection and supervision petition work.And through the analysis of the basic situation and the interpretation of the results of the questionnaire,it is believed that the current work of the discipline inspection and supervision of Yongjia County still faces various problems,including the occurrence of disorderly letters and visits,the lack of “three-turn” work,the shortage of personnel,and the difficulty of investigating clues.This paper tries to analyze the causes of the problems in the discipline inspections and supervision petitions in Yongjia from the aspects of the petitioners,the staff,the system construction,and so on.It is believed that the above problems may be caused by the lack of trust and understanding of petitioners,the deviation of the purpose and the lack of work identification of the staff,the current system of human governance,unreasonable evaluation mechanism and insufficient independence,and the imbalance of workload.Based on the above analysis,the paper proposes countermeasures and suggestions for the discipline inspection and supervision petition work in Yongjia: First,to identify the functional orientation,focus on the main responsibility,mainly to strengthen the investigation procedures,make full use of information,and integrating petition resources.The second is to establish and improve various discipline inspection and supervision letters and visits system,including improving and implementing the discipline inspection and supervision rewards system,improving the evaluation mechanism for the discipline inspection and supervision letters and visits to improve the quality of the work,and exploring to set up the discipline inspection and supervision letters and visits termination system.The third is to strengthen the propaganda and guidance work,mainly to strengthen the propaganda of the process,to strengthen the propaganda of positive and negative case,and to strengthen the propaganda of the positive image of the discipline inspection and supervision organs.The fourth is to strengthen the construction of the team,including improving ideological understanding,strengthening theoretical business training and strengthening practical business guidance. |
