Research On The Petition Issues And Countermeasures Of The Grassroots Discipline Inspection And Supervision

The Correespondence and Complaint of Discipline Inspection and Supervision(called CCDIS for short)is an important part of the Discipline Inspection and supervision work.Since the 18th National Congress of the Communist Party of China,China has entered the new normal of anti-corruption featuring rigorous govermance over all the party,puting forward new requirements for the Correespondence and Complaint Work.The CCDIS,especially on the grassroots are facing new difficulties and challenges.Based on the theory of Rational Economic Participant Assumption,Social Governance,and Social Safety,and using research methods such as literature research and case analysis,this paper conduct in-depth research on the CCDIS with the example of G city,J province.Firstly,based on some theory of CCDIS,it defines The Correespondence and Complaint and CCDIS,and analysis Connections and differences between them.Secondly,it reviewed the past records of CCDIS and draw the close connection between CCDIS and the Anti-corruption;Then by discussing the new normal of anti-corruption in detail,it summarizes the new requirements from the anti-corruption based on the requirements of superiors and practical experience.Thirdly,it summarizes in details the total number of applications,reporting channels,and accusation under real names and so on,to find out the problems faced by the G-city's CCDIS,such as low service level,insufficient focus on the main business,the high number of 'Abnormal report,,lesser work analysis,unsmooth of reporting channels,weak capabilities in scientific.Last but not least,it deeply analyzes the root causes of the problems,from three sides of policy,sociaty and Discipline Inspection and Supervision itself.Then it give some adversities to improve the CCDIS from three sides of policy-makers,Local Government,Discipline Inspection and Supervision,like improve the system,increase rights and relief,reduce the assessment at the grass-roots level,strengthen grassroots governance,strengthen the handling of historical legacy problems,encourage grassroots participation,strengthen law popularization,strengthen the "three turns",optimize the allocation of human resources,improve the level of investigation and disposal of letters and letters,and smooth the channels of communication and visits.In short,CCDIS is at the forefront of discipline inspection and supervision.It can provide information support for Anti-corruption if we do this work well,and also can support for the anti-corruption to deepen and comprehensively seize the victory.This article studies from the county-level discipline inspection department,and puts forward suggestions for improving the CCDIS of grassroots.It's sure that it can be used for reference by relevant departments.
