Research On The Construction Of New Rural Communities

In recent years,with the rapid development of China's social economy and the remarkable achievements made in urban community construction,the construction of new rural communities has gradually begun to be promoted in rural areas.However,subject to the urban-rural dual structure that China has formed for a long time,new rural community construction still has a certain gap compared with urban community construction.There are problems such as weak infrastructure,lagging public services,and imperfect management systems.In this regard,the party and the country also attached great importance to it.General Secretary Xi Jinping clearly stated in the report of the 19 th National Congress of the Party that China should implement the strategy of rural revitalization,and pointed out that the new rural community construction should be used as a breakthrough to build It is listed as a basic key project for the implementation of the rural revitalization strategy and is committed to building a new rural community that is rich,civilized,democratic,and harmonious.This article takes Q Town,X County,Shanxi Province as an example to explore the current situation,problems,causes and countermeasures of new rural community construction,with a view to providing policy reference for new rural community construction.The main content and views include:Taking the theory of good governance,urban-rural equivalence theory and new public service theory as analysis tools,through field investigations,the first-hand information on the construction of new rural communities in Q town,X county is analyzed.First of all,the basic situation of Q town in X county,the construction of human settlement environment in new rural communities,and the construction of soft environment in new rural communities are introduced in three aspects.Then it analyzes the four problems in the construction of new rural communities in Q Town,X County: the industrial structure of the new rural community needs to be adjusted urgently,and the quality of development needs to be improved;the construction of the human settlement environment in the new rural community lacks a scientific and rational overall plan;Sustained motivation is insufficient;the new rural community democratic consultation and consultation mechanism has not been effective;then the four reasons for the problem are analyzed: the government lacks planning guidance for the development of the new rural community industry;the new rural community human settlement environment construction and operation mechanism is not perfect;"Hollowing the countryside" restricts the development of new rural community construction;the operating conditions of the democratic consultation mechanism of the new rural community are not mature.And analyze and summarize the development experience of the Japanese town-building movement,the Korean new village movement,Henan Province and Shaanxi Province,and draw lessons from the new rural community construction: grasp the basic principles and protect the interests of farmers;expand financial investment and ensure public services;accelerate Industrial development promotes nearby employment;strengthens management innovation and promotes community harmony.Finally,four corresponding countermeasures were proposed for the construction of new rural communities in Q Town,X County: the government should strengthen the planning and guidance of the new rural community industry;optimize the institutional mechanism of new rural community construction;enhance the endogenous driving force of new rural community construction;promote new The effective implementation of the democratic consultation mechanism in rural communities.
