Study On The Problems And Countermeasures In The Business Environment Of Small And Micro Enterprises Optimized By The Grass-roots Government

Business environment refers to the time and cost required for an enterprise to comply with policies and regulations in terms of opening,operation,trading activities,tax payment,closing and contract execution.In 2015,the Fifth Plenary Session of the 18 th Central Committee of the Communist Party of China clearly mentioned that “we need to form a new system of opening up to the outside world,and improve the legal,international,and convenient business environment”.Meanwhile,the Session affirmed that improving the domestic business environment is an important measure and goal of our reform.Therefore,how to improve and enhance the business environment has become an important content and objective of the local governments’ innovation.In the process of writing,the author adopts the new public service theory,administrative efficacy theory and government intervention theory.This paper studies the unique needs of small and micro enterprises for business environment from the aspects of policy and government environment,financing environment,human resource environment and market environment,and makes an overall evaluation of the businessenvironment in the New Urban District of Hohhot.Many problems can be seen from the analysis: firstly,at this stage,the business environment construction of small and micro enterprises in the New Urban District of Hohhot is short of service awareness;secondly,the specific financing policies for small and micro enterprises are scarce;thirdly,we are still lacking in professionals and our ability to cultivate professionals should be improved.What’s more,we are also facing other challenges like excessive administrative intervention,irregular law enforcement,and the lack of obvious regional advantages.The main reasons for the deficiencies and problems can be concluded from many aspects,such as a lack of service awareness and service feedback mechanism,the neglect over the importance of business environment construction,the imperfect talent introduction and training system,the unqualified governance capacity of local governments,and the susceptibility to the overall regional environment.In the course of optimizing the business environment of small and micro enterprises,the practical exploration of some provinces and counties in China has achieved desired results,which is worth studying and analyzing.For example,Shangcheng District of Zhejiang Province and Chancheng District of Guangdong Province both have made useful explorations and attempts.To improve the construction level of business environment for small and micro enterprises in the New UrbanDistrict of Hohhot,various innovation should be encouraged: system innovation to perfect public service mechanism of the government,policy innovation to optimize the financing environment of small and micro enterprises,system innovation to build a talent introduction and training platform,environment innovation to create a healthy market environment,and mechanism innovation to build a regional linkage and coordination mechanism.Consequently,by taking multiple measures,we can provide a good business environment for the development of small and micro enterprises in the New Urban District of Hohhot.
