Research On The Impact Of Business Environment On Urban Innovation Capability

Since the 20 th century,the innovation-driven economic development model has gradually become the core strategy of national and regional development,which has been highly concerned by countries and regions all over the world.As the carrier of production technology and method innovation,the scientific and technological innovation ability of cities reflects the national innovation level to a great extent.Grasping the development advantages of scientific and technological innovation is of great significance for innovation to drive high-quality economic development.However,in the past,China’s economic development mainly relied on the extensive development model of large-scale capital and labor factors,ignoring the important role of business environment construction in the process of economic development,which seriously restricted the improvement of urban innovation ability to a certain extent.Based on this,taking the business environment as the starting point,this thesis empirically tests the impact of the improvement of the business environment on the level of urban innovation ability,and verifies the intermediary effect of FDI and human capital in this process.Firstly,this thesis reviews the relevant research literature of business environment and urban innovation theory,theoretically analyzes the direct and indirect action mechanism of business environment on urban innovation ability,and puts forward the corresponding research hypothesis.Then it constructs a business environment index system and uses the entropy value method to measure the business environment index of 258 prefecture-level and above cities in China from 2009 to 2019.Finally,Using Stata software to empirically test the impact of business environment on urban innovation ability,and deeply explore the intermediary effect of FDI and human capital in the process of business environment affecting the development of urban innovation ability.The study found that:(1)the improvement of business environment can significantly promote the improvement of urban innovation ability.At the same time,the upgrading of industrial structure,government intervention,information level and population density are all important factors to promote the improvement of urban innovation ability.(2)For cities in different regions,the business environment significantly promotes the innovation ability of cities in the eastern and central regions and inhibits the innovation ability of cities in the western region;For cities with different administrative levels,the business environment significantly promotes the innovation ability of non provincial capital cities,and the promotion effect on the innovation ability of provincial capital cities has not passed the significance test;For cities of different sizes,compared with large cities and small cities,the business environment can promote the innovation ability of medium-sized cities.(3)The mechanism test of intermediary effect shows that the improvement of business environment can significantly promote the improvement of urban innovation ability through FDI and human capital accumulation.Based on the above research conclusions,this thesis puts forward the corresponding policy enlightenment:(1)starting from the right dimension,continue to optimize the construction of business environment,change government functions,and strive to promote the development of urban innovation ability.(2)Pay attention to foreign direct investment and human capital accumulation,consider the combination of investment attraction and major domestic science and technology projects,and speed up the implementation of talent introduction policies.(3)Rationally adjust the layout of high-tech industries and the allocation of innovation resources according to urban characteristics,and promote the output of urban innovation activities according to local conditions.(4)Give full play to the positive role of industrial structure upgrading,informatization level,talent introduction and government intervention in improving the level of urban innovation ability.
