The construction of the civilization practice center in the new era is a continuation of the construction of socialist spiritual civilization.Starting from the Marxist view of civilization,spiritual production and material production,expounding the development course of the construction of socialist spiritual civilization with Chinese characteristics,combing General Secretary Xi Jinping's exposition on socialist spiritual civilization construction,analysing the theoretical basis of the construction of civilization practice center in the new era,can provide profound theoretical support for the construction of civilization practice center in the new era,at the same time,can enrich and develop the theory of socialist spiritual civilization construction,which has great theoretical significance.The construction of the practice center of civilization in the new era is a major deployment made by the CPC Central Committee to adapt to the requirements of thenew era and the new situation and problems,and to address the new problems in the spiritual and cultural fields in China.The aim of it is to promote Xi Jinping's socialist ideology with China's characteristics in the new era to root deeply in people's mind,make up for the shortage of community-level public services and open up "the last kilometer" for publicizing,educating,caring and serving the masses by the way of strengthening and improving the propaganda,ideological and cultural work and the construction of spiritual civilization in rural areas,which is of great theoretical significance and practical value.On July 6,2018,the third meeting of the commission for deepening overall reform of the CPC central committee deliberated and adopted The guidelines on the pilot work of building a civilization practice center for a new era.After that.The CPC Central Committee has selected 500 pilots throughout the whole country in two batches to carry out the construction of the practice center of civilization in the new era.The party committee of Inner Mongolia Autonomous region conscientiously implemented the decision and the arrangement of the CPC Central Committee and made the decision to establish the practice center of civilization in the new era at the autonomous region level based on local reality.And with the focus on rural pastoral areas,they selected 23 pilot projects in 12 league cities through the whole region to begin exploration.After more than a year of exploration,the pilot work in Inner Mongolia has made some breakthroughs In many aspects in strengthening organizational leadership,innovating the institutional mechanism and methods,expanding the volunteer team,building the volunteer service project system,and promoting the construction of rural civilization,all these breakthroughs has accumulated preliminary experience for the construction of the new era of civilization practice center in the whole country.However,the construction of civilization practice center in the new era is a completely new work.In the exploration and construction,there are not only the problems of insufficient theoretical guidance caused by insufficient theoretical research,but also the problems of short exploration time and lack of practical experience support.These problems also lead to some issues which need us to constantly make innovation and breakthrough in exploration and solve them in time,including ideological understanding,organizational leadership,voluntary force,public participation,basic guaranteen,institutional mechanism,etc.The paper is divided into five parts.The first part mainly explains the theoretical basis of the construction of the civilization practice center in the new era by discussing Marxism-Leninism and the communist party of China's thoughts on the construction of spiritual civilization.The second part mainly discusses the connotation and characteristics of the civilization practice center in the new era,as well as the discrimination of related concepts.The third part discusses the background,process and significance of the construction of the civilization practice center in the new era from the national level.The fourth part expounds the status of the pilot work of the construction of the new era civilization practice center in Inner Mongolia,and sorts out the achievements and preliminary experience of the pilot exploration in Inner Mongolia.The fifth part discusses the problems faced by the construction of the newera civilization practice center in Inner Mongolia Autonomous Region,and discusses the way of the further promotion.
