Evaluation Study On The Implementation Effect Of Poverty Alleviation Relocation In Minle County Gansu Province

Precision poverty alleviation work is an important measure to achieve the great goal of building a well-off society in an all-round way at present.Through the relocation of poverty alleviation in different areas,the rural poor who live in poor living conditions,fragile ecological environment and frequent natural disasters can achieve the most thorough and effective poverty eradication.As early as 2001,Gansu Province was designated as a pilot province for poverty alleviation and relocation in different regions by the National Development and Reform Commission.In the critical period of building a well-off society in an all-round way,in the transition period from the strategy of poverty alleviation and poverty alleviation to the strategy of rural revitalization,how to evaluate the implementation of this public policy objectively and scientifically ? From what aspects should we break the policy implementation dilemma and find improvement direction and response measures ?This paper selects the poor areas of flower arrangement in Minle County for empirical research,and tries to find a new direction to solve the above problems.Through consulting literature,visiting research and so on,this paper,on the basis of combing the research direction and making clear the research purpose,selects the Minle county to carry on the field interview and the questionnaire survey,takes the“goal achievement pattern”of German scholar Evert Vedung as the frame,constructs the policy implementation evaluation system with the “ production and life development,the livelihood guarantee,the environment improvement,the humanities and social affairs,the sustainable development”as the evaluation dimension,collects,processes the related data,selects the correlation analysis method to carry on the appraisal research to the change-land poverty alleviation relocation policy implementation.Through the evaluation and analysis,it is found that the poverty alleviation and relocation in Minle county of Gansu province has achieved satisfactory effect on thewhole,in which the two dimensions of livelihood guarantee and environment improvement have obvious effect on poverty improvement of relocated households,and the three dimensions of humanities and social development,sustainable development and production and life development have been reduced in turn.Based on the push-pull theory,anti-poverty theory and Smith policy implementation model,this paper analyzes the implementation dilemma of poverty alleviation and relocation policy in Minle county,and puts forward some improvement strategies to improve the effectiveness of poverty alleviation and relocation policy in Minle county.
