The report of the 19 th national congress of the communist party of China made a new strategic plan for the development of socialism with Chinese characteristics for a new era,calling for the decisive completion of the building of a moderately prosperous society in all respects by 2020,and explicitly calling for the implementation of the strategy of "revitalizing the countryside." However,due to the problems left over from history,China's urban and rural development is still unbalanced,and rural development is still lagging behind,which is also the most prominent contradiction in China's economic and social development at this stage.Forty years since the reform and opening to the outside world,great changes have taken place in rural areas in China,tens of millions of rural poor implementation of poverty,but by the end of 2013 is still has a population of more than 8000 rural poverty in our country,since 2013,xi jinping,general secretary put forward the thought of "precise poverty alleviation" policy,reduced year by year,our country's poor farmers' living standards are rising,but overall is still faced with many new requirements,new challenges.Problems such as backward rural infrastructure,weak water conservancy facilities,poor living environment for farmers and difficulties in increasing incomes still exist.Won in precise implementation in the work of poverty alleviation in China to move for poverty alleviation is in order to fundamentally solve live in soil and water couldn't afford to keep a "party person" of the poverty population out of poverty problem,for nearly 10 million document during the period of "much starker choices-and graver consequences-in" tent card poor implementation of the change of relocation,by improving their living and living conditions,adjust the economic structure,help relocated people out of poverty to get rich,gradually with the people of the whole country to a well-off life.Due to the complexity and specialization of rural reality in China,there are still many difficulties and problems in the implementation of the relocation project of poverty alleviation in remote areas.Solving the living difficulties according to the interests of different farmers is the top priority of the relocation work.Based on the field survey in shayang county,hubei province in October 2018,this paper visited poverty relief offices,welfare homes and relocation centers in shayang county and learned about the rural development of shayang county and the relocation of povertyalleviation in shayang county.Through the combination of questionnaire survey and interview,a total of 230 questionnaires were distributed,and 204 effective questionnaires were recovered.In the later stage,the questionnaire was input and sorted out,and the basic characteristics of the relocated peasant households for poverty alleviation in shayang county were integrated and analyzed by descriptive statistics method,so as to understand the livelihood changes of the relocated peasant households.Fuzzy comprehensive evaluation method was used to analyze the subjective benefit evaluation of the poverty-stricken relocated peasant households in shayang county.Results show that the change of poverty alleviation and move to shayang county farmers from livelihood capital,great changes have taken place in livelihood strategies to income,farmers subjective benefit evaluation to the change of the relocation project for poverty alleviation,62% of farmers think that move to make their life better,but from the relocation of economic benefit,social benefit and ecological benefit evaluation,won the shayang county to move there are improvements.To this end,this paper suggests that the following aspects should be improved :(1)more accurate identification of relocation objects,so that more eligible and willing farmers enjoy the relocation policy.(2)establish centralized resettlement and multiple scattered resettlement sites to meet the different wishes of relocated farmers.(3)increase household disposable income through the principle of "distribution according to work" in the centralized resettlement sites.(4)continue to optimize and maintain the infrastructure of the relocation and settlement in practice,and strengthen the settlement management,so as to create a better living environment for the settlement.
