Study On The Government Functions Of The Construction Of Characteristic Towns Under The Background Of Rural Revitalization

Rural Revitalization is a long-term development strategy for China’s rural areas put forward by the nineteenth National Congress of the Communist Party of China.China’s biggest contradiction at this stage is the contradiction between the growing needs of the people and the unbalanced development.The most obvious one is the imbalance between urban and rural development and inadequate agricultural development,which is characterized by a singleness of agricultural industrial structure,low technological content and economic added value,low overall quality and cultural level of farmers,low income level,and rural areas.Infrastructure construction is backward,human settlement environment is poor,rural ecology has been destroyed and sustainable development is not high.Therefore,we believe that the strategy of Rural Revitalization can reverse such an imbalanced and insufficient relationship.In recent years,with the help of the central government policy,the construction of Characteristic Towns in all parts of the country has been in full swing,and a large number of representative towns have emerged.Characteristic towns are regional social communities formed by large-scale characteristic industries gathering in the region.The strategy of Rural Revitalization and the construction of characteristic towns are both important decision-making deployments that are being carried out in our country at present,and also a hot spot of academic research in recent years.Starting from the perspective of government function research,this paper consults a large number of references,visits the relevant government departments of W District,and conducts on-the-spot investigations on the construction of Characteristic Towns in T Town,M Town,L Town and Yashan Scenic Area of W District,Dayu County.It is hoped that through the study and analysis of the role orientation and main functions of the district and town governments in the construction of characteristic towns,we can try to find out the effective path and bottleneck of the development of characteristic towns,and explore targeted countermeasures.
