Research On The Functions Of Township Government Under The Background Of Rural Revitalization Strategy

The report of the 19 th National Congress of the Communist Party of China pointed out that the problem of agriculture and rural areas and farmers is a fundamental problem related to the national economy and people's livelihood.We must always take solving the problem of "agriculture,rural areas and farmers" as the top priority of the party's work and implement the strategy of Rural Revitalization.The general requirements of Rural Revitalization are industrial prosperity,ecological livability,rural civilization,effective governance and rich life.The implementation of Rural Revitalization Strategy is an important basis for the construction of modern economic system.Therefore,we must vigorously implement the Rural Revitalization Strategy.Township government is in the most basic position in China's political power organization.It is closely connected with the masses,and is in the position of "connecting the country with the country and connecting the rural society with the country below".It plays an important role in rural governance,promoting the development of township and the modernization of rural areas.It plays an extremely important role in the whole administrative system of the country.The implementation of Rural Revitalization strategy must rely on township government.It can only be realized by performing functions and exerting functions.However,at this stage,there are problems in the political system and the performance of functions of the township government.We need to find out the deep-seated causes of the problems and put forward countermeasures.Combining the strategy of Rural Revitalization with the study of the function of township government and exploring the reconstruction of the function of township government in the new era is not only the proper meaning of the transformation of rural socialization,but also the practical need to solve the dilemma of rural governance.Focusing on the function of township government in the strategy of rural revitalization,this paper mainly uses the methods of literature analysis,historical analysis and case analysis.First of all,the research status of township government function at home and abroad is briefly reviewed,the basic concepts involved in this paper are defined,and the basic contents of the new public service theory,collaborative governance theory,administrative ecology theory and their significance for the study of township government function are explained.Secondly,it analyzes the current situation of township government's performance of functions,including the effectiveness and problems,and analyzes the reasons for the deviation of township government's performance of functions.Then,combined with the current political background,the new public service theory and the administrative ecology theory,the paper analyzes the function orientation of the township government under the strategy of rural revitalization,and designs a scientific and effective functional system of the township government.Finally,combined with the above analysis of the causes of difficulties and the new function design,the paper puts forward the path of optimizing the functions of township government in the context of rural revitalization,fundamentally changing the functions of township government,and creating a good political environment for the implementation of the Rural Revitalization Strategy.
