Research On Rural Community Consultation Governance Innovation In Gulang Gounty,gansu Province

Community is an important part of the country and social system,and improving community governance ability is an inevitable requirement for realizing the modernization of the country and social governance system and governance ability.The 19 th national congress of the communist party of China has made a scientific and long-term plan for the construction of the community governance system and the improvement of the governance capacity in the new era,and pointed out that it is necessary to "strengthen the construction of the community governance system,promote the shift of the focus of social governance to the grass-roots level,give play to the role of social organizations,and realize the benign interaction between government governance,social regulation and residents' autonomy".This is a new strategy and general principle to Conform to the mission of The Times,raise the level of community governance capacity and build a new pattern.At present,China is in a critical period of social transformation,and various contradictions and risks are interwoven,especially in grassroots rural communities.Excessive urbanization has caused changes in the rural social structure,and the contradiction of massive labor flow,hollowing out of villages and aging population has become increasingly prominent,which has brought huge challenges to the governance of rural communities.If we continue to use the traditional governance model,we will not be able to effectively deal with these problems.On the contrary,it will affect the sustainable development of rural areas and even affect the stability of grassroots society to some extent.This paper attempts to propose new ideas and models for the construction of rural community governance system in gulang county in the new era by taking rural communities in gulang county as research objects and starting from the grass-roots consultation dimension from the perspective of consultative democracy under thebackground of social transformation.Full text described in accordance with the present situation and the reasons and puts forward countermeasures to expand,the present situation of using the survey data to describe the running mode of gulang county rural community,the business community,community governance effect,existing problems and so on,then analyses the causes of the formation of the current governance dilemma,and finally,on the basis of comparative analysis of domestic and foreign practices,this paper puts forward the governance path in line with the actual situation of gulang county,that is,community co-governance based on orderly participation of community residents and extensive consultation.
